R96-132G FOR THE IMPROVEMENT OF PUBLIC SAFETY IN LARIMER COUNTY BY CONSTRUCTION OF JUDICIAL FACILITIES IN FORT COLLINS, EXPANSION OF THE DETENTION CENTER, RELOCATION OF THE SHERIFF'S HEADQUARTERS, AND RENOVATION OF THE COURTHOUSE/ADMINISTRATION BUILDINGS IN FORT COLLINS AND LOVELAND WHEREAS, the Board of County Commissioners of Latimer County has placed on the November 5, 1996 ballot the question of a sales and use tax to fund the development of new judicial, law enforcement and public safety facilities; and WHEREAS, the Council of the City of Fort Collins believes that the construction of Latimer County public safety facilities would be in the best interests of the City of Fort Collins for the following reasons: 1. Existing Larimer County judicial and public safety facilities were designed to meet the needs of a county population of 90,000 people and the current county population exceeds 216,000 people. 2. The safety of Fort Collins and Latimer County residents, Latimer County employees, and visitors to the existing Larimer County Courthouse is jeopardized by the overcrowded conditions at the courthouse and the dangerous, potentially life- threatening conditions, resulting from out of date security systems and by the absence of holding cells in the existing courthouse facility. 3. The construction of a new Justice Center and consolidation of many Latimer County services into the existing courthouse/administration building will result in long term cost savings to the citizens of Fort Collins and Latimer County. 4. The new Justice Center will be in downtown Fort Collins thus providing economic benefit to the City's central business district. 5. Construction of the new Justice Center complex represents the first step in implementing the City of Fort Collins Civic Center Master Plan. 6. The new Latimer County judicial and public safely facilities will be built to serve, and will be paid for by, the current and future residents of Larimer County. NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS, that the Fort Collins City Council supports and endorses the improvement of public safety in Latimer County by the construction of new judicial facilities, the expansion of the Latimer County Detention Center, the relocation of the Larimer County Sheriff's headquarters and the renovation of the Latimer County Courthouse/Administration Buildings to serve the needs of current and future citizens of Larimer County.
