OF SUPPORT FOR SENATE BILL 98-170
AND FOR THE INCLUSION OF THE LOCAL SHAREBACK PROVISION IN
ALL STATEWIDE TRANSPORTATION APPROPRIATIONS
WHEREAS, the State of Colorado faces a $13 billion shortfall in critical transportation
funding during the next twenty years, including$8 billion at the state level and$5 billion at the local
level; and
WHEREAS, the projected state general fund surplus over the next five years is more than
$1 billion; and
WHEREAS, the state's executive and some legislative leaders have proposed using the
general fund surplus to address Transportation needs; and
WHEREAS, the motor fuel taxes and vehicle registration fees that flow into the state's
Highway Users Tax Fund (HUTF) are the only sources of dedicated revenue available to local
governments for Transportation; and
WHEREAS, the Transportation funding bill of 1997, SB 97-1, does not provide any
Transportation funding to local governments; and
WHEREAS, it is important to consider municipal, county, and state transportation facilities
as part of an integrated, systemic and seamless infrastructure designed to promote the economic,
safety and mobility needs of the entire state; and
WHEREAS, the Transportation needs of local governments are increasing along with the
state's needs as population and motor vehicle miles traveled continue to increase; and
WHEREAS,the income tax,the motor fuel tax and the vehicle registration fee are not viable
options for local governments to increase Transportation funding, and the sales tax is already being
used to fund other local general government activities, thus limiting the options available to local
governments to increase their sources of dedicated transportation funding; and
WHEREAS, Senate President Tom Norton has introduced SB 98-170 which would fund
state and local transportation needs on the same shareback formula which applies to the HUTF; and
WHEREAS,the City of Fort Collins is experiencing an annual shortfall of$3.3 million in
its transportation maintenance budget alone, and increased maintenance of the City's transportation
infrastructure is a significant project worthy of funding through dedicated statewide transportation
appropriations.
NOW, THEREFORE, BE IT RESOLVED as follows:
Section 1. That the Fort Collins City Council hereby endorses SB 98-170, sponsored by
Senate President Tom Norton and House Majority Leader Norma Anderson, and encourages the
General Assembly delegation from Northern Colorado to support this bill; and
Section 2. That the Fort Collins City Council strongly encourages the General Assembly
to include the local shareback provision in any statewide'Transportation funding appropriations, and
that the shareback be based on the same formula used to distribute the Highway Users Tax Fund
revenues—60%to the state, 22%to the counties, and 18% to the municipalities.
