HomeMy WebLinkAbout1995-162-11/21/1995-ALTERNATIVE FUEL VEHICLES CLEAN CITIES DESIGNATION STAKEHOLDER US DEPT OF ENERGY RESOLUTION 95-162 OF THE COUNCIL OF THE CITY OF FORT COLLINS AUTHORIZING THE CITY MANAGER TO INCREASE THE NUMBER OF ALTERNATIVE FUEL VEHICLES (AFVs)WITHIN THE CITY FLEET AND AUTHORIZING THE CITY MANAGER TO MAKE THE CITY A"STAKEHOLDER" WITH THE UNITED STATES DEPARTMENT OF ENERGY IN PURSUIT OF A "CLEAN CITIES" DESIGNATION WHEREAS,the City has historically supported the use of alternative fuels and has purchased a number of AFVs; and WHEREAS, the Air Quality Action Plan directs the City to take a leadership role in the use of alternative fuel vehicles and to conduct a voluntary fuel conversion program that builds partnerships with private fleets; and WHEREAS, the Council of the City of Fort Collins believes that it is in the best interest of the citizens of the City that, over the next five (5) years, the City exert its best efforts to convert twenty-five (25) new vehicles each year to alternative fuels; and WHEREAS, alternative fuels have a potential for reducing carbon monoxide, hydrocarbon, and nitrogen oxide emissions well below the levels that are produced by gasoline powered vehicles; and WHEREAS,the City has initiated the formation,together with Weld County,Larimer County and the administration of the Rocky Mountain National Park a coalition to pursue "Clean Cities" designation from the United States Department of Energy; and WHEREAS,the Clean Cities program is a nationwide effort to increase the use of alternative fuels and to expand the infrastructure needed to support them; and WHEREAS,the United States Department of Energy requires applicants in the Clean Cities program to become"stakeholders"by making a five-year commitment based on resources available to each stakeholder, to pursue the purposes of the Clean Cities program; and WHEREAS, in order to express such commitment, stakeholders are requested by the United States Department of Energy to execute a non-binding memorandum of understanding; and WHEREAS, the Council of the City of Fort Collins has determined that the City Manager should be authorized to execute such memorandum of understanding in pursuit of the Clean Cities program. NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the City Manager is hereby authorized to increase the number of alternative fuel vehicles within the City fleet with the goal of converting twenty-five (25) new vehicles each year during the ensuing five years to alternative fuel vehicles. Section 2. That the City Manager is further authorized to execute a non-binding memorandum of understanding with the United States Department of Energy, for the purpose of enabling the City to become a stakeholder in the "Clean Cities" program and for the purpose of pursuing designation of the City as a"Clean Cities" program participant.
