ADOPTING THE INTEGRATED RESOURCE
PLANNING STANDARD PURSUANT TO THE COMPREHENSIVE
NATIONAL ENERGY POLICY ACT OF 1992
WHEREAS, the National Energy Policy Act of 1992 imposes two (2)
requirements with respect to Integrated Resource Planning (IRP) which impact the
City of Fort Collins; and
WHEREAS, the Comprehensive National Energy Policy Act of 1992 requires that
the governing bodies of electric utilities selling more than 500 million kW hours
of energy at retail consider adoption of the Integrated Resource Planning (IRP)
Standard, and then determine whether to implement the IRP; and
WHEREAS, the Energy Policy Act defines the term integrated resource
planning as:
a planning and selection process for new energy resources that
evaluates the full range of alternatives, including new generating
capacity, power purchases, energy conservation and efficiency,
cogeneration and district heating and cooling applications, and
renewable energy resources, in order to provide adequate and
reliable service to its electric customers at the lowest system
cost. The process shall take into account necessary features for
system operation, such as diversity, reliability, dispatchability,
and other factors of risk; shall take into account the ability to
verify energy savings achieved through energy conservation and
efficiency and the projected durability of such savings measured
over time; shall treat demand and supply resources on a consistent
and integrated basis; and
WHEREAS, Fort Collins Light and Power customers utilized approximately 800
million kW hours of power in 1992; and
WHEREAS, Section Ill of the amended Public Utility Regulatory Policy Act
requires the City of Fort Collins to conduct a public hearing to receive input
on the question of whether Fort Collins should utilize integrated resource
planning; and
WHEREAS, the Fort Collins City Council believes that integrated resource
planning is the appropriate method of conducting long-range planning to provide
efficient and economic power service to its customers; and
WHEREAS, the Fort Collins City Council believes consideration of IRP
options should include costs and benefits for environmental externalities.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT
COLLINS that, after considering the information presented at the Council 's public
hearing, the Council hereby endorses the following integrated resource planning
standard, defined as:
Integrated Resource Planning for the City of Fort Collins shall be
a planning and selection process for new energy resources that
evaluates the full range of alternatives, including energy
conservation and efficiency, cogeneration and district heating and
cooling applications, renewable energy resources, new generating
capacity, and power purchases, in order to provide adequate and
reliable service to its electric customers at the lowest system
cost. The process shall take into account necessary features for
system operation, such as diversity, reliability, dispatchability,
and other factors of risk; shall take into account the ability to
verify energy savings achieved through energy conservation and
efficiency and the projected durability of such savings measured
over time; shall treat demand and supply resources on a consistent
and integrated basis; and shall take into account environmental
externalities associated with resource options.
Passed and adapted at a regular meeting of the Council of the City of Fort
Collins held this 19th day of October, A.D. 1993.
