OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING THE AIR QUALITY POLICY PLAN
AND INCORPORATING THE SAME INTO THE
COMPREHENSIVE PLAN OF THE CITY
WHEREAS, Fort Collins residents consider good air quality important to
their quality of life, and they are concerned about protecting it; and
WHEREAS, the City has established a tradition of pursuing the improvement
of its air quality and has implemented several air quality programs, with the
result that pollution levels in the City have been improving; and
WHEREAS, the Fort Collins City Council adopted the Framework for
Environmental Action, which includes the following evaluation of current City air
quality policies: (1) they are not complete or comprehensive; (2) evaluation
criteria are only partially specified; (3) the City's role is only partially
specified; and (4) implementation plans leave some gaps; and
WHEREAS, City Council priorities call for expansion of and emphasis on the
Air Quality Element of the City's Framework for Environmental Action, including
development of an Air Quality Plan to define air quality issues facing Fort
Collins, establishment of community goals and objectives for air quality, and
setting of action strategies for air quality programs; and
WHEREAS, City Council created the Air Quality Task Force to serve as an
advisory body to City Council , to recommend policies and programs to improve and
maintain air quality, and to review and recommend revisions to the air quality
element of the City's Comprehensive Plan; and
WHEREAS, the Air Quality Task Force and staff have involved community
members in the air quality planning process and have received comments and
suggestions from over 100 people and groups that were considered during plan
development; and
WHEREAS, the Air Quality Task Force has recommended the adoption of the Air
Quality Policy Plan as a part of the Comprehensive Plan of the City; and
WHEREAS, the Planning and Zoning Board has adopted the proposed Air Quality
Policy Plan on February 22, 1993, and has recommended that the Council of the
City of Fort Collins approve and adopt said plan as a part of the City's
Comprehensive Plan; and
WHEREAS, the Council of the City of Fort Collins has duly considered the
proposed Air Quality Policy Plan and has determined that it is in the best
interests of the citizens of the City that said plan be adopted as a part of the
City's Comprehensive Plan.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
that the Air Quality Policy Plan dated February 22, 1993, be and hereby is
approved for incorporation into the City of Fort Collins Comprehensive Plan.
Passed and adopted at a regular meeting of the Council of the City of Fort
Collins held this 16th day of March, A.D. 1993.
