HomeMy WebLinkAbout1993-043-03/16/1993-APPOINTMENTS IGA LARIMER COUNTY UGA URBAN GROWTH AREA REVIEW BOARD RESOLUTION 93-43 OF THE COUNCIL OF THE CITY OF FORT COLLINS MAKING APPOINTMENTS TO THE URBAN GROWTH AREA REVIEW BOARD WHEREAS, the Intergovernmental Agreement between the Larimer County Commissioners (the "Commissioners") and the Fort Collins City Council (the "Council ") dated September 7, 1988, established a Fort Collins Urban Growth Area Review Board (the "Board) ; and WHEREAS, the Board is to act as the single recommending body to the Commissioners concerning development applications for properties located within the unincorporated portion of the Urban Growth Area and ineligible for voluntary annexation into the City; and WHEREAS, the Board consists of two members appointed by the Council , two members appointed by the Commissioners, and three members appointed by mutual agreement of the Council and the Commissioners; and WHEREAS, there are currently two positions open on the Board and Ralph Waldo, who was jointly appointed by the Council and the Commissioners for a term to expire December 31, 1992 has expressed a desire to be reappointed for another term; and WHEREAS, a Council interview team has interviewed Mr. Waldo and other applicants for the Board and has recommended that Ralph Waldo be reappointed for another term and Karen Harder be appointed to fill the other position. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1 . That the following named persons be, and hereby are, appointed as members of the Fort Collins Urban Growth Area Review Board, filling positions designated for appointment by mutual agreement of the City Council and the Larimer County Commissioners, with terms to expire as set forth after each name: Name Expiration of Term Ralph Waldo December 31, 1995 Karen Harder December 31, 1995 Section 2. That the appointments made in Section 1 above shall not become effective until the Larimer County Commissioners take official action agreeing with said appointments. EXPERIENCE ffiG13LIGEITS Village of North Palm Reach Planning Commission Service: • Reviewed, recommended, and approved Village Comprehensive Plan, annexations and Sign Code Revisions. • Conducted appearance reviews for signage and building remodeling projects. U.S.E.P.A.Ground Water Program Administration: • Managed Clean Water Act §106 ground-water grants for California, Montana, Utah, Nevada, and Wyoming. Reviewed and negotiated state work plans, conducted progress evaluations, provided recommendations for improvements, and approved grant awards. Also worked with the states on the development of their ground-water protection strategies, wellhead protection programs, and nonpoint source assessments and management programs. Received Special Achievement and monetary awards. As a Minnesota state employee, managed the §106 ground-water grant. • Coordinated with other EPA programs on projects effecting ground-water resources in California, Nevada, Montana, Utah, and Wyoming. These programs included: nonpoint source pollution control, UIC, NPDES, pesticides, USTILUST, RCRA, CERCLA, Clean Water Act§205(j) projects, §305(b) document reviews, and State Revolving Fund projects. • Implemented the High Plains States Ground Water Demonstration Program for nine projects associated with two regional EPA offices. Managed the program nationally for all 21 ground-water recharge projects. Received Certificate of Appreciation and a commendation from EPA headquarters. • Served as advisor to the Office Director and the Water Management Division Director in developing policies and procedures for Regional implementation of the National Ground Water Protection Strategy and a Regional policy for ground-water management and protection. U.S.E.P.A.NPDES Program Administration: • Headed effort to issue a general NPDES permit for feedlots and dairies in Idaho. This included assisting in the development of the environmental assessment, coordinating with the EPA Operations Office and the state, writing and establishing the rulemaking, and providing technical and regulatory information on its impacts. • Developed technical NPDES permits to uphold water quality standards for sensitive water bodies. Developed both water quality-based and technology-based permits, some of which included biomonitoring and toxics control requirements. Worked with legal counsel in the development and defense of regulatory permit actions. • Prepared congressional correspondence and communicated with the media on NPDES issues of public interest. Water Quality and Technical Evaluations: • Conducted technical reviews of environmental evaluations, water quality-based and technology-based permits, and proposed state and federal regulations. • Assisted in the development of a water-quality monitoring system in Glacier National Park in Montana. Duties included collecting water resources data, managing the technical database, and coordinating with the project office. • Collected and organized geophysical data from gravity, chargeability, resistivity, and magnetic surveys. • Assisted in evaluation and development of recommendations for impacts on wetlands resulting from construction of a ski area near Steamboat Springs, Colorado. Mapped reservoir and surrounding wetland areas near Evergreen, Colorado to be used for designing mitigation plans for park and road construction impacts.
