HomeMy WebLinkAbout1993-201-12/21/1993-ANIMAL CONTROL SERVICES CONTRACT HUMANE SOCIETY RESOLUTION 93-201 OF THE COUNCIL OF THE CITY OF FORT COLLINS AUTHORIZING THE PURCHASING AGENT TO ENTER INTO A CONTRACT WITH THE HUMANE SOCIETY OF LARIMER COUNTY FOR ANIMAL CONTROL SERVICES WHEREAS, since 1981, the City of Fort Collins has contracted with the Humane Society of Larimer County for animal control enforcement and the provision of animal shelter care facilities in the City; and WHEREAS, the Humane Society has been both professional and dedicated in performing the duties required under the contract; and WHEREAS, research indicates that no other firm exists that can perform this service locally; and WHEREAS, funds have been budgeted and appropriated in the Police Services budget for 1993 and 1994 for the above-mentioned services and such services have been rendered by the Humane Society during 1993; and WHEREAS, the City Purchasing Agent has determined that this purchase is within the purview of the sole source exception to the competitive bidding requirements of the City Code and Charter, and has submitted the requisite justification to the City Manager for approval ; and WHEREAS, the City Manager has reviewed and approved the justification for this service; and WHEREAS, Section 8-160(d) of the City Code requires approval of this purchasing method by the City Council for items costing more than Fifty Thousand Dollars ($50,000) prior to acquisition. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the Purchasing Agent be, and he hereby is, authorized to enter into an agreement with the Humane Society of Larimer County for: (a) the maintenance, operation and management of the animal shelter, including the maintenance and operation of all physical plant facilities necessary for the efficient operation of said shelter; (b) animal control services; (c) the provision of professional services of a doctor of veterinary medicine and all other such necessary personnel trained in the area of animal control ; (d) the provision of uniforms to all animal control enforcement officers; and (e) the provision of humane and modern vehicles for the safe transportation of animals. Section 2. That in consideration for these services, the City of Fort Collins has paid to the Humane Society the sum of Fourteen Thousand Five Hundred Six and 17/100 Dollars ($14,506.17) per month for the period from January 1, 1993, through December 31, 1993, which payment is hereby ratified and approved. Section 3. That the payment of the additional amount of Fourteen Thousand One Hundred Fifty-one and 42/100 Dollars ($14,151.42) per month to the Humane Society is hereby approved, pursuant to the agreement, for services to be rendered from January 1, 1994, through December 31, 1994.
