OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE CITY MANAGER TO SUBMIT THE
FORT COLLINS COMPREHENSIVE HOUSING AFFORDABILITY
STRATEGY (CHAS) TO THE DEPARTMENT OF HOUSING AND
URBAN DEVELOPMENT
WHEREAS, the National Affordable Housing Act (NAHA) requires that, in order
to apply for certain Department of Housing and Urban Development (HUD) programs,
local governments must have an approved Comprehensive Housing Affordable Strategy
(CHAS) ; and
WHEREAS, Since September of 1993, representatives and individuals from the
various housing and support services agencies in the community and other
individuals interested in affordable housing issues, began meeting with City
staff to develop the Fort Collins CHAS; and
WHEREAS, the CHAS contains a detailed discussion of the housing needs of
low and moderate income people of the community; presents a listing of priority
housing programs and support services that will attempt address those needs;
lists the specific projects which will help implement the priorities; and
contains an annual performance report of the actions and activities completed
during the preceding year; and
WHEREAS, a public hearing was conducted by the Affordable Housing Board and
City staff on November 23, 1993, to solicit citizen comments on the draft version
of the CHAS; and
WHEREAS, the CHAS has been modified to reflect citizen input and additional
information provided by the housing and support service agencies; and
WHEREAS, the City Council conducted a public hearing on December 7, 1993,
in order to solicit citizen comments on the CHAS.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
that the City Manager is hereby authorized to submit for approval the Fort
Collins FY 1994 Comprehensive Housing Affordability Strategy (CHAS) dated
December 7, 1993, to the Department of Housing and Urban Development.
Passed and adopted at a regular meeting of the Council of the City of Fort
Collins held this 7th day of December, A.D. 1993.
