HomeMy WebLinkAbout1993-180-11/16/1993-GO COLORADO JACKSON COUNTY NORTH PLATTE SYSTEM POUDRE CANYON ROCKY MOUNTAIN NATIONAL PARK SEVEN UTES OPTION A RESOLUTION 93-180 OF THE COUNCIL OF THE CITY OF FORT COLLINS OPPOSING THE SEVEN UTES SKI RESORT WHEREAS, the City of Fort Collins understands that the State Board of Land Commissioners (the "Board") is considering a proposal to allow the development of the Seven Utes Ski Resort (the "Resort") in Jackson County, approximately 80 miles from Fort Collins; and WHEREAS, primary access to the Resort would likely be through the City of Fort Collins, which could increase traffic flows beyond current capacity in Fort Collins and in Poudre Canyon; and WHEREAS, such increased traffic would create the potential of water source contamination from automobile accidents in Poudre Canyon and would be otherwise detrimental to the natural environment of the Canyon; and WHEREAS, the Resort would result in a loss of habitat to wildlife, and have significant negative effects on the environmental quality of nearby wilderness areas and the Rocky Mountain National Park, especially 'with regard to wetlands and air quality; and WHEREAS, the Resort would also negatively impact existing recreational opportunities which presently exist in the area, such as hiking; fishing; hunting; cross country skiing; wildlife; wildflower and scenic viewing; backpacking; horsepacking and cycling; and WHEREAS, the acquisition of new water rights for the Resort could potentially affect the water rights presently owned by the City in the area surrounding the Resort and would require water to be drawn from the North Platte system at a time when federal agencies are asking for additional water to reach downstream sites on the Platte; and WHEREAS, the construction of the Resort would be contrary to the spirit and intent of the recent "GO COLORADO" amendment, which was passed overwhelmingly by the citizens of the City of Fort Collins and the State of Colorado in November of 1992. WHEREAS, the process for reviewing the Resort has failed to provide members of the public and affected government agencies with an adequate opportunity for meaningful input to the Board. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS, as follows: Section 1 . That the City of Fort Collins opposes the development of the Seven Utes Ski Resort in Jackson County, Colorado. Section 2. That this development proposal should be declared a matter of statewide concern. Section 3. That Governor Romer, the State legislature, and the State Board of Land Commissioners are hereby encouraged to reject the Seven Utes Ski Resort proposal because of its many negative effects on the citizens of Fort Collins.
