OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING AN AMENDMENT OF THE WEST SIDE NEIGHBORHOOD PLAN TO
ACCOMMODATE BICYCLE LANES ON MOUNTAIN AVENUE AND INCORPORATING
SAID AMENDMENT INTO THE COMPREHENSIVE PLAN OF THE CITY
WHEREAS, pursuant to Resolution 89-135 of the Council of the City of Fort
Collins, the West Side Neighborhood Plan was approved and incorporated into the
Comprehensive Plan of the City; and
WHEREAS, "Implementation Action No. 7" of the West Side Neighborhood Plan
presently calls for a neighborhood bicycle lane on Oak Street and other portions
of the West Side Neighborhood Plan emphasize the need for protecting Mountain
Avenue from excessive traffic; and
WHEREAS, the establishment of bicycle lanes on Mountain Avenue, rather than
Oak Street, would serve equally well to protect the residential character of the
surrounding neighborhood and would promote the reduction of vehicular traffic on
Mountain Avenue; and
WHEREAS, pursuant to Resolution PZ 93-6, the Planning and Zoning Board has
recommended to the Council that the east/west bicycle lanes as identified in the
West Side Neighborhood Plan be changed from Oak Street to Mountain Avenue; and
WHEREAS, upon review of the aforesaid bicycle lane proposal , and upon
public hearing by the City Council , the Council has determined that the amendment
should be adopted and incorporated into the West Side Neighborhood Plan as a part
of the City's Comprehensive Plan.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
as follows:
Section 1 . That "Implementation Action No. 7" and the Open Space and
Bicycle Route Plan, known as "Map 6-A," of the West Side Neighborhood Plan is
hereby amended by the incorporation of bicycle lanes into Mountain Avenue as
described on Exhibit "A" and that said amendment to the West Side Neighborhood
Plan is hereby approved for incorporation into the City of Fort Collins
Comprehensive Plan.
Section 2. That the City staff is hereby directed to prepare and present
to the Planning and Zoning Board on or before May 31, 1995, an evaluation of the
positive and negative impacts of implementing the changes to the West Side
Neighborhood Plan described in Section 1 above.
Passed and adopted at a regular meeting of the Coun of the City of Fort
Collins held this 1st day of June, A.D. 1993.

EXHIBIT "A"
• The Open Space and Bicycle Route Plan, Map 6-A, on page 6-9, will
have a "The" designation added on Mountain Avenue.
• Implementation Action No. 7 of the West Side Neighborhood Plan shall
be amended so as to replace the first paragraph on page 5-28 with
the following paragraph:
Exploring the removal of the bike route
designation on Laporte Avenue and
emphasizing bicycle usage of Mountain
Avenue through the conversion of one lane
in each direction to a designated "the"
from downtown to the cemetery. The bike
route on Oak Street should be retained.
