OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE MAYOR TO ENTER INTO AN
INTERGOVERNMENTAL AGREEMENT WITH THE
CITY OF LAKEWOOD FOR THE PROVISION
OF P.O.S.T. APPROVED POLICE
OFFICER BASIC TRAINING
WHEREAS, State law requires that all police officers must be certified by
the Peace Officer Standards and Training Board ("P.O.S.T. Board") within one year
of employment; and
WHEREAS, the certification standards established by the P.O.S.T. Board
currently require successful completion of a State-approved academy training
program; and
WHEREAS, it is Fort Collins Police Services' policy to require its newly-
hired police officers to obtain the required state certification, as well as to
satisfactorily complete the Police Services' field training officer program prior
to being deployed in an enforcement capacity; and
WHEREAS, State-approved academy training is currently available through a
variety of junior colleges, universities, and other law enforcement agencies that
conduct their own in-house academies; and
WHEREAS, Police Services has in the past utilized a variety of academy
options, depending on the perceived quality of the program and whether class
scheduling was conducive to Police Services' needs; and
WHEREAS, the City of Lakewood conducts its own State-approved police
training academy and is willing to provide academy training to Fort Collins
Police Services' newly-hired police officers; and
WHEREAS, Article II, Section 16, of the Charter of the City of Fort Collins
provides that the City Council may, by ordinance or resolution, enter into
contracts with other governmental bodies to furnish governmental services and to
make charges for such services, or to enter into cooperative or joint activities
with other governmental bodies; and
WHEREAS, in order for Fort Collins Police Services to send its newly-hired
officers to the State-approved training academy of the Police Department of the
City of Lakewood, it is necessary for the City of Fort Collins and the City of
Lakewood to enter into an intergovernmental agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
that the Mayor be, and hereby is, authorized to enter into and execute on behalf
of the City an intergovernmental agreement between the City of Fort Collins and
the City of Lakewood that permits Fort Collins Police Services to send its newly-
hired police officers to the City of Lakewood's State-approved training academy,
which agreement shall be upon such terms and conditions as the Chief of Police
Services deems appropriate.
Passed and adopted at a regular meeting of the Council of the City of Fort
Collins held this 18th day of May, A.D. 1993.
