HomeMy WebLinkAbout1993-122-08/17/1993-AIR QUALITY NFRTAQPC STATE IMPLEMENTATION PLAN WOOD BURNING BAN Option B RESOLUTION 93-122 OF THE COUNCIL OF THE CITY OF FORT COLLINS SUPPORTING THE ADDITION OF A WOOD BURNING BAN TO THE FORT COLLINS ELEMENT OF THE STATE IMPLEMENTATION PLAN AS A CONTINGENCY MEASURE WHEREAS, the North Front Range Transportation and Air Quality Planning Council ("thee Planning Council ") is designated as the lead organization for air quality planni�g in Larimer and Weld Counties; and WHEREAS, pursuant to Section 172 (c) (9) of the Clean Air Act, the Planning Council must add 'contingency measures to the Fort Collins element of the State Implementation Plan, to be implemented automatically if the Fort Collins non- attainment area fails to attain the National Ambient Air Quality Standards by December 31, 1995; and WHEREAS, the contingency measures must achieve a reduction in carbon monoxide emissions equivalent to one year's growth in vehicle miles of travel ; and WHEREAS, a wood burning ban can achieve a 50% reduction in wood stove and fireplace emissions; and WHEREAS, the City Council , by Resolution No. 93-45, adopted the Air Quality Policy Plan as a component of the City of Fort Collins Comprehensive Plan, which sets forth a goal to continually improve air quality as the City grows; and WHEREAS, a wood burning ban i\onsistent with an objective of the Air Quality Policy Plan to reduce wood smoke emissions. NOW, THEREFORE, BE IT RESOLVED BY THE QOUNCIL OF THE CITY OF FORT COLLINS as follows: \ Section 1. That the City's delegat�to the North Front Range Transportation and Air Quality Planning Council is �structed to support addition of a wood burning ban to the Fort Collins element of the State Implementation Plan as a contingency measure, to meet the requirements of Section 172 (c) (9) of the Clean Air Act. \ Section 2. That staff is directed to develop a wood burning ban as a contingency measure for City Council adoption, includi\hg an implementing ordinance and necessary commitment of staff and fiscal i` sources for the implementation of the wood burning ban in the winter of 1996-�, 97.
