RESOLUTION 93-121
OF THE COUNCIL OF THE CITY OF FORT COLLINS
SUPPORTING THE ADDITION OF THE
ENHANCED INSPECTION AND MAINTENANCE PROGRAM
TO THE FORT COLLINS ELEMENT OF THE
STATE IMPLEMENTATION PLAN
AS A CONTINGENCY MEASURE
WHEREAS, the North Front Range Transportation and Air Quality Planning
Council ("the Planning Council ") is designated as the lead organization for air
quality planning in Larimer and Weld Counties; and
WHEREAS, pursuant to Section 172 (c)(9) of the Clean Air Act, the Planning
Council must add contingency measures to the Fort Collins element of the State
Implementation Plan, to be implemented automatically if the Fort Collins non-
attainment area fails to attain the National Ambient Air Quality Standards by
December 31, 1995; and
WHEREAS, the contingency measures must achieve a reduction in carbon
monoxide emissions equivalent to one year's growth in vehicle miles of travel ;
and
WHEREAS, the enhanced inspection and maintenance program described in
Colorado House Bill 93-1340 can achieve a 35% reduction in carbon monoxide
emissions from motor vehicles; and
WHEREAS, the City Council , by Resolution No. 93-45, adopted the Air Quality
Policy Plan as a component of the City of Fort Collins Comprehensive Plan, which
sets forth a goal to continually improve air quality as the City grows; and
WHEREAS, the enhanced inspection and maintenance program is consistent with
an objective of the Air Quality Policy Plan to reduce the tailpipe emissions per
mile of high-priority pollutants, including carbon monoxide.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
that the City's delegate to the North Front Range Transportation and Air Quality
Planning Council is instructed to support addition of the enhanced inspection and
maintenance program to the Fort Collins element of the State Implementation Plan
as a contingency measure, to meet the requirements of Section 172 (c)(9) of the
Clean Air Act.
