OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE PURCHASE OF ICE-SLICER FROM ENVIROTECH SERVICES, INC.
AS AN EXCEPTION TO THE CITY'S COMPETITIVE PURCHASING PROCESS
WHEREAS,the City of Fort Collins Streets Department requires cost effective de-icing of
streets; and
WHEREAS, City staff has determined that a product known as "Ice Slicer" is the only de-
icing material that meets the applicable quality standards at a cost effective price; and
WHEREAS, Ice-Slicer is distributed by Envirotech Services, Inc. of Kersey, Colorado; and
WHEREAS, funds for the Ice-slicer are included in the recommended Streets budget for
1998; and
WHEREAS, Section 8-160(d)(I)a. of the City Code authorizes the Purchasing Agent to
negotiate the purchase of supplies and service without utilizing a competitive process where the
Purchasing Agent determines that a particular material or service is available from only one (1)
responsible source; and
WHEREAS, the Purchasing agent has determined that the requisite justification for
negotiating the purchase of Ice-slicer without utilizing a competitive process exists, and has
submitted such determination to the City Manager for approval; and
WHEREAS, the City Manager has reviewed and approved the determination that this
acquisition without utilizing a competitive process is justified and in accordance with the City Code;
and
WHEREAS, Section 8-160(d)(3) requires approval of this purchasing method by City
Council for items costing more than One Hundred Thousand Dollars($100,000)prior to acquisition.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FORT COLLINS that the Purchasing Agent is hereby authorized to purchase Ice-slicer from
Envirotech Services, Inc. in an amount required to meet the City's annual requirements, at an
estimated annual cost of$210,000.
