OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE CITY MANAGER TO ENTER INTO
INTERGOVERNMENTAL AGREEMENTS WITH
LARIMER COUNTY FOR THE PROVISION OF PARATRANSIT SERVICES
WHEREAS,the City of Fort Collins provides to qualifying City residents paratransit services
("Dial-A-Ride") offering citizens a safe, dependable alternative mode of paratransit to various
locations throughout the City; and
WHEREAS, Larimer County has identified a need for paratransit services for aging and
disabled citizens in the County,which may be met through the extension of the City's Dial-A-Ride
Service; and
WHEREAS, Dial-A-Ride has provided paratransit service in the County under agreement
in the past, and both City staff and the County desire to continue the provision of such services; and
WHEREAS, the County is eligible for and has arranged to receive federal funds from the
United States Department of Health and Human Services Administration on Aging, which funds
shall be paid to Dial-A-Ride for paratransit services to be provided under the Intergovernmental
Agreement with the County Office on Aging; and
WHEREAS, the County is further eligible for and has arranged to receive Federal Transit
Administration Section 5311 funding for paratransit services, to be matched by County funds and
paid to Dial-A-Ride for paratransit services to be provided under the Intergovernmental Agreement
with the County Department of Human Services; and
WHEREAS,because the County will have two separate agreements to obtain federal funding
from two separate sources, the City has been asked to execute an agreement relating to each; and
WHEREAS, in exchange for the provision of paratransit services the City of Fort Collins
shall receive funding totaling$60,780,which is expected to cover the costs of providing the service,
and the design and construction of two bus pullouts; and
WHEREAS, Article II, Section 16 of the City Charter provides that the Council may enter
into agreements with other governmental bodies for the performance of cooperative or joint
activities.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the City Manager be, and hereby is, authorized to execute, on behalf of
the City, an agreement with Larimer County for the provision of paratransit services to County
senior citizens in exchange for payment to the City of federal grant funds in the amount of$15,000,
which agreement shall be for a one year period expiring on December 31, 1997, and shall include
such other terms not inconsistent with the terms of this Resolution that the City Manager may deem
necessary to protect the interests of the City.
Section 2. That the City Manager be, and hereby is, authorized to execute, on behalf of
the City, an additional agreement with Larimer County for the provision of paratransit services to
County citizens in exchange for payment to the City of federal transit grant funds and County funds
in the total amount of $45,780, which agreement shall be for a one year period expiring on
December 31, 1997, and shall include such other terms not inconsistent with the terms of this
Resolution that the City Manager may deem necessary to protect the interests of the City.
Section 3. That the City Manager may, if he deems it to be in the best interests of the
City, extend the Agreements authorized hereunder for up to four(4) additional years and make such
modifications to the Agreement,or any extension thereof,as he may,after consultation with the City
Attorney, consider necessary to protect and advance the City's interests.
