OF THE COUNCIL OF THE CITY OF FORT COLLINS
AMENDING THE "CITY STRUCTURE PLAN"
WHEREAS, on March 3, 1995, the City issued a Request for Proposals outlining a multi-
phase land use planning process and soliciting proposals from outside consultants to work with City
staff in developing a new Comprehensive Plan for the City, to be known as the "City Plan," which
would serve to integrate the various elements of the City's Comprehensive Plan and allow for
individual land use proposals to be evaluated by the City within an improved, overall planning
context, rather than on a site-specific basis; and
WHEREAS, the staff and professional consultants of the City, together with the City Plan
Advisory Committee and other citizen groups of the City (with continuous opportunity for review
and comment by the community at large) prepared and presented to the City Council the "City
Structure Plan" section of the City Plan, dated June 25, 1996; and
WHEREAS, the City Structure Plan illustrates in a simplified diagram the basic kinds of
"places" that make up the City including neighborhoods, districts, corridors and edges and is a
general graphic illustration of the overall vision of the City, and a guide for determining more
specific policies, programs and projects necessary to implement such vision; and
WHEREAS,upon review of the"City Structure Plan"section of the City Plan,and following
public hearings by both the City Council and the Planning and Zoning Board (the "Board"), and
having received the recommendation of the Board, the City Council determined that the "City
Structure Plan" section of the City Plan should be adopted as a component of the City Plan; and
WHEREAS, by Resolution 96-46, the Council of the City of Fort Collins adopted the
"Community Vision and Goals 2015" section of the City Plan; and
WHEREAS, on July 2, 1996, by Resolution 96-79, the City Council adopted the "City
Structure Plan" section of the City Plan; and
WHEREAS,by Resolution 96-136,the City Council adopted the "City Plan Principles and
Policies" section of the City Plan; and
WHEREAS, by Resolution 97-25, the City Council readopted the City Structure Plan,
together with certain amendments thereto; and
WHEREAS,on March 4, 1997,the City Council adopted Ordinance No. 52, 1997 amending
the Zoning District Map of the City,to conform to the City Structure Plan; and
WHEREAS, during the hearing on first reading of Ordinance No. 52, 1997, certain property
owners affected by the foregoing amendments to the Zoning District Map raised issues regarding
the proposed new zoning of their properties; and
WHEREAS,since that date, City staff has discussed these issues with said properties owners
and, as a result of such discussions, has recommended certain proposed amendments to the Zoning
District Map and the City Structure Plan, which proposed amendments would better address the
concerns of the property owners and still be consistent with the Visions and Goals 2015 and
Principles and Policies of the City Plan; and
WHEREAS, the City Council wishes to amend the City Structure Plan in the manner
recommended by City staff.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS, that the City Structure Plan, dated February 18, 1997, a copy of which is on file in the
Office of the City Clerk, is hereby amended by the City Council as shown on Exhibit "A" attached
hereto and incorporated herein by this reference.
Passed and adopted at a regular meeting of the City Council held this 18th March,
