HomeMy WebLinkAbout1997-032-03/04/1997-CHOICES 95 PROJECT CONSTRUCTION FINAL DESIGN PROSPECT TO SUMMITVIEW TIMBERLINE EXTENSION RESOLUTION 97-32 OF THE COUNCIL OF THE CITY OF FORT COLLINS DIRECTING CITY STAFF TO PROCEED WITH THE FINAL DESIGN AND CONSTRUCTION OF THE "TIMBERLINE EXTENSION - PROSPECT TO SUMMITVIEW" CHOICES 95 CAPITAL STREETS PROJECT WHEREAS, on May 1, 1984, the electors of the City of Fort Collins approved the passage of Ordinance No. 30, 1984, which imposed a 1/4 cent Sales and Use Tax for the purpose of generating revenue for certain specified capital projects, including the acquisition of right-of-way for the extension of Timberline Road from Prospect to Summit View(the "Timberline Project" or the "Project"); and WHEREAS, from 1985 through 1987, Seven Hundred Seventy-nine Thousand Dollars ($779,000.00)was appropriated by the Fort Collins City Council (the"Council") for the acquisition of such right-of-way; and WHEREAS, additional funding for the Timberline Project has been obtained by the City through revenues generated by a quarter-cent sales and use tax approved by the voters in 1989 for the purpose of raising revenue for various projects described in the "City of Fort Collins Choice 95 Executive Committee Final Report," dated October 7, 1988; and WHEREAS, on June 11, 1996,the Council adopted Resolution 96-70 directing City staff to proceed with the design work and right-of-way acquisition for the Timberline Project and determining that the Project shall be designed so as to extend Timberline Road from Prospect to Summitview; and WHEREAS, the foregoing Resolution further provided that, upon completion of the design of the Project, and prior to undertaking any construction work related thereto,the City Manager was to present for Council's consideration: (a) an estimate of the total cost of the Project, including the cost of mitigating the impacts of the Project; and (b) such ordinances as may be necessary to appropriate any additional funds needed to complete the Project and mitigate its impacts; and WHEREAS, after considerable additional public outreach, City staff has proposed a preliminary design of the Timberline Project which is described on Exhibit"A"attached hereto and incorporated herein by this reference; and WHEREAS,discussions among City staff and with the public have addressed the appropriate scope of the project, the coordination of the Project with other capital improvement projects of the City, the design of the Project and the schedule for construction of the same; and WHEREAS,as part of the 1997 annual appropriation ordinance,the Council has appropriated sufficient funds to construct the Timberline Project as described on Exhibit"A"; and WHEREAS, City staff is seeking Council authorization to undertake the construction of the Project. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS, as follows: Section 1. That the City Manager is hereby authorized and directed to proceed with the construction of the Timberline Project according to the design shown on Exhibit "A" and he is further authorized to approve such modifications to said design as he may, in his discretion,consider to be necessary to effectuate the purposes of the Project, taking into consideration those factors discussed in the"Timberline Road Extension Preliminary Design Report," dated January 19, 1997 (the "Report"); provided,however,that(a) sufficient monies have previously been appropriated by the Council, and will be available to pay any additional costs that may be incurred by reason of such modifications; and (b) the City Manager informs the City Council in advance of any such modifications that may substantially modify or eliminate any of the components of the Project as described on Exhibit "A". Section 2. That,in addition to the components of the Project included in the design described in Exhibit"A", City staff is directed to obtain cost estimates for the construction of two additional lanes of traffic at the intersection of Mulberry Street and Timberline Road,as described in Paragraph D2 on Page 11 of the Report, for possible future inclusion of such improvements in the Project if adequate additional funding for such improvements is subsequently appropriated by the City Council for such purpose. Passed and adopted at a regular meeting of the City Council held this 4th day h, A.D. 1997. �l n,gym Mayor ATTEST: City Clerk 2 EXHIBIT A Preliminary Project Scope Timberline Road Extension - Prospect Road to Summitview Drive I. Multi Modal Corridor Improvements A. Two 12' vehicle lanes, two 8' bicycle lanes, and a T detached meandering sidewalk for pedestrians are included. These improvements are in their permanent location when the roadway is widened in the future. B. Curb and gutter will be constructed along already developed areas and at intersections. C. Curb and gutter will not be constructed across the Veldman/Morgan Property, the natural resource land, and between Lincoln and International, to allow for a more natural look as envisioned in the River Corridor Plan. II. Poudre River Bridge A. The bridge over the Poudre River will be 340' long, have three spans, and only four support piers. B. The bridge will pass the 100 year flood without water over topping Timberline Road and without increasing the upstream flood water elevation by more than 0.5 . C. The bridge structure will be a cast in place box girder type supported by two sets of two piers and the abutments. The four oval piers will allow for an open feeling under the bridge with maintained views of the river channel. D. The bridge will be designed with no expansion joints in the pavement and with 25' approach slabs on both approaches to the bridge. The approach slabs help to eliminate the "bump" noise at each end of the bridge that results from the embankment settling next to the bridge abutments. Without bumps and joints the bridge will be much quieter. E. The bridge will have an earth tone color and dark green pedestrian railings with stone pedestals every 45'. III. Poudre River Channel Improvements A. An 800' long, 11' deep conveyance channel with a top width of 135' and a bottom width of 20' will be constructed to the southwest of the existing river channel. B. The channel is necessary to save the vegetation in the existing channel, provide a wider wildlife corridor, and carry the 100 year flood. C. The channel will be landscaped with native vegetation. We hope to create additional wetlands in the conveyance channel. D. Water will flow in the conveyance channel during spring runoff for approximately three months each year. Page I of 5 E. The bank on the north side of the bridge and the upper end of the conveyance channel will be protected with riprap. The riprap will be covered with 12" of topsoil and revegetated. IV. Intersections A. Prospect Road ► At Prospect Road the street will include a through lane in each direction, a left turn lane and a right turn lane. ► The project is limited to two lanes and two turn lanes at this intersection due to existing geometrics on Timberline Road south of Prospect Road. ► Traffic at this intersection will be controlled by the existing signal, requiring some modifications. B. Countryside Drive ► Countryside Drive will be realigned to the south approximately 300' to provide full access to the Countryside Neighborhood. ► Access to the Countryside Nursery and Riverbend Ponds will come off the new alignment of Countryside Drive. ► Traffic at this intersection will be controlled by stop signs on Countryside Drive. C. Mulberry Street ► At Mulberry Street (Highway 14) the street will be include a through lane in each direction, a double left turn lane, a right turn lane, and medians to chanelize traffic. ► The intersection will be constructed at the width required for four lanes so that it can be easily widened to four lanes in the future by widening into the median. Until the intersection is widened in the future the median will be 3 P to 43' wide. ► The medians and traffic lanes will be constructed in their ultimate location and in the future the street will be widened to the outside for the ultimate six lanes. ► The traffic at this intersection will be controlled by a new traffic signal. ► The frontage road access will be closed and a cul-de-sac built on each side of Timberline Road. D. Lincoln Avenue ► At Lincoln Avenue the street will include a through lane in each direction, a left and a right turn lane, and medians to channelize traffic. ► Lincoln Avenue will be widened to add left turn lanes. ► The traffic at this intersection will be controlled by stop signs on Lincoln Avenue. Donella Court ► The street will include a through lane in each direction and left turn lanes. ► The Poudre Fire Authority will fund a fire signal at this intersection to allow for quicker and safer access on to Timberline from the fire station on Donella Court immediately east of Timberline. ► The traffic at this intersection will be controlled by stop signs on Donella Court. F. International Boulevard ► The street will include a through lane in each direction and left turn lanes. ► The traffic at this intersection will be controlled by a stop sign on International Boulevard. ► Summitview Drive will end just south of International Boulevard and a cul-de-sac constructed. V. Drainage and Ground Water Improvements A. Poudre River Right Path (R-Path) Floodway ► West of the new bridge is a low area that presently allows flood water to split to the right out of the main Poudre River channel. This flood path flows across the natural resource area, across the Veldman/Morgan property, across another natural resource area, into Spring Creek, and then back to the river. ► Several options were identified to address the R-Path flows to protect Timberline Road during a 100 year flood. ► Construction of a meandering berm to keep the flood water from splitting out of the channel at an approximate cost of$75,000 is required. The berm will be shaped and landscaped to look very natural and blend in with the existing topography. ► The berm was chosen as the best overall solution and will be built in coordination with the restoration of the natural resource area to ensure compatible design. B. Ground Water ► North of Lincoln Avenue the ground water varies from 1' to 4' deep below ground. To allow the construction of the roadway, this area will need to be dewatered. ► An extensive 2,400' dewatering trench with perforated pipe and a washed rock collection gallery will be used to dewater this area. ► The ground water will drain into the Dry Creek Channel, the construction of which is being coordinated with this project. C. Storm Drainage Improvements ► Curb and Gutter and road side ditches will be used to carry the street Page 3 of 5 runoff to the low points where the runoff will be collected by inlets. ► North of the Poudre River the runoff will be drained to the Dry Creek Channel which drains to the Poudre River. ► South of the Poudre River across the Natural Area the runoff will be drained back to the river in drainage swales. ► South of the Natural Area across the Veldman/Morgan property the runoff will be drained to the existing gravel ponds, which drain to Spring Creek. ► South of the Veldman/Morgan property to Prospect the runoff will be drained across the new BMC development in a drainage Swale to Spring Creek. VI. Irrigation Ditch Crossings A. Cache La Poudre Reservoir Inlet Ditch along the south side of Lincoln will require a 30' span concrete deck bridge which will be supported on steel H-piles driven into bedrock. The bridge will be built to the ultimate 14 F cross section, since it would be very costly to widen both sides of the culvert by only 20' in the future. B. Lake Canal which crosses the Summitview and International intersection will need to be widened on the east side approximately 40'. VII. Miscellaneous Construction Items A. The runway at the Downtown Airpark will be extended 400' to the northwest to take Timberline Road out of the glide path at the southeast end of the runway. B. A seven unit storage garage and the State Patrol Building will be removed. C. A Public Service overhead power line will have to be put underground. D. The loss of these trees will be mitigated by planting new trees along the river in the conveyance channel. The City Forester will work with the Releaf group as plans are developed and the trees are marked. E. Extensive traffic control will be required to reduce Mulberry from four lanes to two lanes to construct the Dry Creek culvert and the intersection improvements one half at a time.
