HomeMy WebLinkAbout1996-016-03/05/1996-1996-2002 CONGESTION MANAGEMENT PLAN ISTEA NFRTAQPC REGIONAL TRANSPORTATION PLAN TRANSIT DEVELOPMENT RESOLUTION 96-16 OF THE COUNCIL OF THE CITY OF FORT COLLINS ADOPTING THE NEW TRANSIT DEVELOPMENT PLAN 1996-2002 FOR FORT COLLINS, COLORADO WHEREAS, pursuant to the federal Urban Mass Transportation Act of 1964, as amended, and the federal Intermodal Surface Transportation Efficiency Act of 1991, the City of Fort Collins is required to adopt a comprehensive program for the development and extension of mass transit programs in order to receive federal funds in support of transit projects; and WHEREAS, in compliance with federal laws relating to transportation programs, the City has maintained a transportation development program in force since 1982; and WHEREAS,the City's previous transportation development program was adopted in 1990 for the years 1991 through 1995; and WHEREAS, in 1994, as a participant in the North Front Range Transportation and Air Quality Planning Council, the City adopted a Regional Transportation Plan, which analyzed trends in automobile usage and related impacts and sets out certain goals relating to patterns in automobile usage, including a recommendation that efforts be made to reduce the growth in single occupancy vehicle trips by ten percent; and WHEREAS, in 1995, the City adopted a Congestion Management Plan, which proposed additional measures for influencing automobile usage patterns, and reiterated the objective of a ten percent reduction in single occupancy vehicle trips; and WHEREAS, development of transit services can be expected to play a significant role in the effort to bring about reduction in single occupancy vehicle trips,consistent with the plans previously adopted and endorsed by the City; and WHEREAS, the City is further obligated under the federal Americans with Disabilities Act ("ADA"), to provide accessibility and mobility through its transportation services; and WHEREAS, the Plan provides recommendations for transit system program efforts that will enhance compliance with the ADA and provision of related services; and WHEREAS, the Plan further advances the City's previous efforts to develop and encourage transit development in the City and north front range, and has been determined to provide valuable guidance to the Council, staff, and other North Front Range local governments relating to planning of transit services for the City and the region; and WHEREAS, the Plan exemplifies cooperative transportation planning among regional local governments that is increasingly required and desirable as a result of federal law and the increasing complexities raised by transportation demands, congestion and air quality issues; and WHEREAS, the Council has determined that integrated planning among the City of Fort Collins and other local governments in the north Front Range is desirable and will result in benefits to the City; and WHEREAS, the Council of the City of Fort Collins has determined that this plan best addresses the transit needs and concerns of the City of Fort Collins. NOW,THEREFORE,BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS, that the Transit Development Plan 1996-2002, a copy of which is on file in the office of the City Clerk,be, and hereby is, adopted.
