OF THE COUNCIL OF THE CITY OF FORT COLLINS
IN SUPPORT OF THE TWELVE PROPOSED AMENDMENTS
TO THE CHARTER OF THE CITY OF FORT COLLINS
WHEREAS,Article IV, Section 8 of the Charter of the City of Fort Collins provides that the
Charter may be amended as provided by the laws of the State of Colorado; and
WHEREAS, Section 31-2-210, C.R.S., provides that Charter amendments may be initiated
by the adoption of an ordinance by the Council submitting a proposed amendment to a vote of the
registered electors of the city of Fort Collins; and
WHEREAS, on November 21, 1995, the City Council adopted Resolution 95-161 creating
a Charter Review Committee (the "Committee") and authorizing the Committee to undertake a
comprehensive review of the City Charter and to recommend any amendments thereto that the
Committee believed to be in the best interests of the city; and
WHEREAS, on February 6, 1996, the City Council adopted Resolution 96-13 appointing
nine Fort Collins citizens to the Committee; and
WHEREAS, the goal of the Committee was to examine the Charter and make
recommendations that would contribute to the flexibility of the municipal organization to respond
to changing community needs and would clarify and simplify Charter language; and
WHEREAS, the Committee held regular publicized meetings, forwarded periodic reports to
the Council, and held one public forum to afford an opportunity for public participation; and
WHEREAS,the Committee presented its Final Report and Recommendations to the Council
on November 26, 1996 study session; and
WHEREAS, the City Council believes that the twelve proposed amendments contain the
substance of the Committee's recommendations, as modified by Council suggestions at study
sessions, and should be submitted to the registered voters of the city; and
WHEREAS, on February 4, 1997, and February 11, 1997, Council adopted twelve
ordinances submitting the twelve proposed Charter amendments to a vote of the registered electors
of the city of Fort Collins at the next regular municipal election to be held on April 8, 1997.
NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the Fort Collins City Council supports and endorses the twelve proposed
amendments to the Charter of the City of Fort Collins, and urges registered electors of the city to
approve Proposed Charter Amendment Nos. 1 through 12, at the April 8, 1997, regular municipal
election.
