HomeMy WebLinkAbout1997-090-06/17/1997-DRAFT MASTER PLAN LARIMER COUNTY RECOMMENDATION RESOLUTION 97-90 OF THE COUNCIL OF THE CITY OF FORT COLLINS FORWARDING A RECOMMENDATION TO THE LARIMER COUNTY COMMISSIONERS REGARDING ADOPTION OF THE LARIMER COUNTY DRAFT MASTER PLAN WHEREAS,the City has recently adopted a new comprehensive plan, known as City Plan, which includes a Community Visions and Goals 2015 document, a City Structure Plan map, and a City Plan Principles and Policies document; and WHEREAS,the City has also implemented its City Plan through the adoption of a new Land Use Code; and WHEREAS,the vision of City Plan recognizes that Fort Collins has important roles to play in helping the Northern Colorado region achieve a successful future; and WHEREAS, one of these roles is to be an active participant in the decision-making of Larimer County (the "County") with regard to policy-setting for major land use, utilities, transportation, housing environmental management and telecommunication issues that cross jurisdictional boundaries; and WHEREAS, the City believes that it is essential in the public interest that it work closely with the County to assure that City and County plans are complementary and consistent with one another; and WHEREAS, in 1994, the Larimer County Commissioners initiated a project to examine and revise the County's land use planning system,known as the Partnership Land Use System("PLUS"); and WHEREAS,the County has,through PLUS, developed a draft of a new Master Plan which establishes a long-range framework for decision making for the unincorporated areas of the County; and WHEREAS,approximately 106,000 citizens of the County reside within the City limits and approximately 125,000 citizens of the County reside within the City's Urban Growth Area, representing a significant portion of the citizens directly affected by the Master Plan and PLUS; and WHEREAS, continued growth in the Fort Collins area suggests that increased coordination and cooperation between the City and County can result in further improvement in fiscal management and control of the development in the area surrounding the City; and WHEREAS,the City and County have cooperated in the past on land use issues,having been recognized both state and nationally in their efforts and have maintained frequent and continuous communication in the development of their respective comprehensive plans; and WHEREAS, many of the principles of the County's draft Master Plan are consistent with those of City Plan, and are instrumental to the success of City Plan, with the most notable including: 1. The draft Master Plan will promote a compact urban development pattern where future urban areas will be allowed only in community growth management areas (formerly known as urban growth areas). 2. The County, in cooperation with the City, will establish cooperative planning areas and community influence areas adjacent to the Fort Collins Growth Management area to provide for the protection of future City interests. 3. The County will use its new land use code and a revised Intergovernmental Agreement to require new development within the Fort Collins Community Growth Management Area to be designed in a manner consistent with, and supportive of, City Plan,including the imposition of City criteria and standards for land use,as well as fee structures comparable to those established by the City. 4. Buffers will be provided between cities and towns to maintain community separation. 5. All new rural residential development will be required to be clustered with substantial open space areas left for agricultural operations, natural areas or future development. 6. The County's growth management system will ensure that new development pays its fair share of the cost of capital facilities and services needed to keep up with growth, and that adequate public facilities and services will be provided concurrent with development. 7. The County will encourage the development of affordable housing as needed through support and incentives to other public, nonprofit and private sector developers, and by providing an appropriate mix of housing types and opportunities to meet the needs of all persons in need of housing. 8. The County will endeavor to protect all identified wetlands areas and all wildlife areas identified as highest priority, and will use cooperative efforts, development standards and incentive programs to protect air and water quality. 9. The County will encourage the development and use of alternative modes of transportation. and WHEREAS,the draft Master Plan represents the foundation for implementation which will follow its adoption; and WHEREAS, it is imperative that the County diligently pursue the adoption of the draft Master Plan, after which will follow, as soon as possible,the development of a new Land Use Code and a revised Intergovernmental Agreement. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS, that the City Council strongly recommends that the Board of County Commissioners forward, as soon as possible, a recommendation to the Larimer County Planning Commission that it adopt the draft Master Plan.
