OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE PURCHASING AGENT TO ENTER
INTO A SOLE SOURCE CONTRACT WITH THE HUMANE
SOCIETY FOR ANIMAL CONTROL SERVICES
WHEREAS, Section 8-160 (d)(1)(a) of the Code of the City of Fort Collins authorizes the
Purchasing Agent to negotiate the purchase of supplies and services without utilizing a competitive
bidding process where the Purchasing Agent determines that only one responsible source exists; and
WHEREAS, the Purchasing Agent has determined that only one responsible source exists
to provide adequate professional animal control enforcement, public education, animal shelter and
related care,transportation of animals, and pick up and disposal of dead animals, and has submitted
the requisite justification for such determination to the City Manager for approval; and
WHEREAS,the City Manager has reviewed and approved thejustification for this service;
and
WHEREAS, Section 8-160 (d)(3) requires approval of this purchasing method by the City
Council for items costing more than Fifty Thousand Dollars ($50,000)prior to acquisition.
NOW,THEREFORE,BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the City Manager is hereby authorized to execute an agreement with the
Humane Society for Larimer County for the acquisition of animal control services from the Humane
Society; for the operation and management of the animal shelter, including the maintenance and
operation of all physical plant facilities necessary for the efficient operation of said shelter; for the
provision of necessary personnel trained in the area of animal control; for the provision of uniforms
to all animal control enforcement officers; and for the provision of humane and modern vehicles for
the safe transportation of animals.
Section 2. That, in consideration for these services, the City of Fort Collins will pay to
the Humane Society the sum of$17,083.33 in monthly installments over the term of the agreement,
said agreement commencing January 1, 1996, and terminating December 31, 1996.
Passed and adopted at regular meeting of Council of the Cif Fort Collins i 16th
day of April, A.D. 1996.
