OF THE COUNCIL OF THE CITY OF FORT COLLINS
ADOPTING THE "COMMUNITY VISION AND GOALS 2015" SECTION
OF THE FORT COLLINS CITY PLAN AS AN ELEMENT
OF THE COMPREHENSIVE PLAN OF THE CITY
WHEREAS, on March 3, 1995, the City issued a Request for Proposals outlining a multi-
phase land use planning process and soliciting proposals from outside consultants to work with City
staff in developing a new Comprehensive Plan for the City, to be known as the "City Plan," which
would serve to integrate the various elements of the City's Comprehensive Plan and allow for
individual land use proposals to be evaluated by the City within an improved, overall planning
context, rather than on a site-specific basis; and
WHEREAS, the City has now embarked upon the preparation and adoption of the City Plan
with the first phase being the "Community Vision and Goals 2015" section; and
WHEREAS, certain previously adopted elements of the City's present Comprehensive Plan,
including the Air Quality Policy Plan, Congestion Management Plan, Bikeways Plan, (and various
other neighborhood and corridor plans) were considered and incorporated as a foundation for
developing the "Community Vision and Goals 2015" section, consistent with Resolution 95-165 of
the Council of the City of Fort Collins dated November 21, 1995; and
WHEREAS, the staff and professional consultants of the City, together with the City Plan
Advisory Committee and other citizen groups of the City (with continuous opportunity for review
and comment by the community at large) have worked to prepare and present to the Planning and
Zoning Board the "Community Vision and Goals 2015" section of the City Plan, dated March 27,
1996; and
WHEREAS, the "Community Vision and Goals 2015" is general in nature, serving as a
flexible guide in determining more specific policies, programs, and projects necessary to implement
its vision and goals; and
WHEREAS, upon review of the "Community Vision and Goals 2015" section of the City
Plan, and following public hearings by both the City Council and the Planning and Zoning Board
(the "Board"), and having received the recommendation of the Board, the City Council has
determined that the"Community Vision and Goals 2015" section of the City Plan should be adopted
as the initial component of the City Plan.
NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the section of the City Plan entitled "Community Vision and Goals
2015," dated March 27, 1996, a copy of which is on file in the office of the City Clerk, is hereby
adopted by the City Council and approved for incorporation into the City Plan.
Section 2. That said "Community Vision and Goals 2015" shall provide general goals
and direction for the preparation of future phases of the City Plan and, ultimately, for the
implementation of the City Plan, and shall take effect upon final approval of the City Plan, at such
time as may be subsequently determined by the City Council.
Passed and adopted at a regular meeting of the City Council is 2nd day of April;A.D.
