HomeMy WebLinkAbout1996-099-09/03/1996-JOHN BECKER LINCOLN CENTER MIME SCULPTURE RESOLUTION 96-99 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING THE ACCEPTANCE BY THE CITY OF "THE MIME" SCULPTURE BY ARTIST JOHN BECKER, AS A DONATION FROM THE CHRISTOPHER LUDLUM MEMORIAL COMMITTEE WHEREAS, Section 23-303 of the Code, which was added to the Code in 1995, established the Art in Public Places Reserve Account for use in the acquisition, leasing or acceptance of donations of works of art,maintenance,repair or display of works of art,and administrative expenses related to the Art in Public Places Program, in accordance with the Art in Public Places Guidelines adopted by the Council in Ordinance No. 20, 1995; and WHEREAS,the Christopher Ludlum Memorial Committee (the"Committee")has proposed to donate to the City a memorial piece of art by artist John Becker,entitled"The Mime",to be placed at the Lincoln Center in honor and remembrance of performer and community volunteer Christopher Ludlum; and WHEREAS,the Art in Public Places Guidelines(the"Guidelines"), approved by the Council as part of Ordinance No. 20, 1995, require that all works of art donated to the City to be placed in a public area be approved by the Art in Public Places Board(the `Board"), and that only such works as meet the objectives of the Art in Public Places program may be accepted; and WHEREAS,the Board considered the proposed donation, and related information at its May 16, 1996 meeting; and WHEREAS, the Board has evaluated The Mime based upon the criteria set forth in the Guidelines, and has determined that acceptance of The Mime would meet the objectives of the Art in Public Places program and the standards set forth in the Guidelines; and WHEREAS, the Board voted on May 16th to approve and recommend that the Council accept the Committee's offer to donate The Mime for placement at the Lincoln Center; and WHEREAS, the costs of design, construction and installation of The Mime will be borne by the Committee, and the ongoing maintenance costs associated with the piece are expected to be minimal; and WHEREAS, the purpose of the Art in Public Places program, as set forth in Section 23-301 of the City Code, is to encourage and enhance artistic expression and appreciation and to add value to the Fort Collins community through acquiring, exhibiting, and maintaining public art; and WHEREAS,the acceptance and installation of The Mime will further the identified purposes of the Art in Public Places Program. NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS, that the acceptance and installation of a memorial piece of art, entitled "The Mime", to be placed at the Lincoln Center in honor and remembrance of performer and community volunteer Christopher Ludlum, is hereby authorized.
