OF THE COUNCIL OF THE CITY OF FORT COLLINS
SUPPORTING A TOTAL BAN OF COMMERCIAL SIGHTSEEING
AIRCRAFT OPERATIONS OVER ROCKY MOUNTAIN NATIONAL PARK
WHEREAS, the City of Fort Collins understands that the United States Department of
Transportation (USDOT), through its agency the Federal Aviation Administration (FAA), is
accepting public comment regarding proposed rules for commercial sight-seeing overflights of
Rocky Mountain National Park; and
WHEREAS, the City of Fort Collins supports the Commissioners of Larimer County in
requesting that the FAA establish a total bail of conunercial sightseeing aircraft operations over
Rocky Mountain National Park; and
WHEREAS, the citizens of Fort Collins, being in close proximity to Rocky Mountain
National Park, enjoy its natural quiet, tranquility and intrinsic values on a regular basis; and
WHEREAS, 96 percent of the Park's three million annual visitors identified "tranquility"
as extremely important and 81 percent of the visitors to the Park oppose tour overflights; and
WHEREAS, the visitors to the Park make a substantial contribution to the economies of
northern Colorado; and
WHEREAS, the opportunity for recreational activities, including wildlife viewing, is
important to a quality visitor experience, and wildlife biologists report that the noise from frequent
tour overflights have a very high potential for detrimental effects on the many wildlife species that
inhabit the Park.
NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS, that the USDOT, through the FAA, is encouraged to establish Alternative One (Docket
Number 28577), a total ban of commercial sightseeing aircraft operations over Rocky Mountain
National Park as a Special Federal Aviation Regulation.
