HomeMy WebLinkAbout1996-086-07/16/1996-ADOPTING CIVIC CENTER AMENDMENT DOWNTOWN PLAN COMPREHENSIVE PLAN MASTER PLAN RESOLUTION 96-86 OF THE COUNCIL OF THE CITY OF FORT COLLINS ADOPTING THE CIVIC CENTER MASTER PLAN AS AN AMENDMENT TO THE DOWNTOWN PLAN WHICH IS AN ELEMENT OF THE CITY'S COMPREHENSIVE PLAN WHEREAS, the Civic Center Master Plan (the "Plan") is a framework for actions that reinforce the role of downtown Fort Collins as the primary government, office, finance, speciality and neighborhood retail, cultural and entertainment center for the City; and WHEREAS,through an extensive public process,the staff of the City and of Larimer County, and the City's consultants have prepared the Plan, which plan is intended to guide the development of the twelve block civic center "study area" as a human scale, walkable, mixed use district, anchored by civic spaces and buildings, providing transportation choices and connections to the surrounding environment; and WHEREAS, the objectives of the Plan, as earlier established in Council Resolution 95-71 were to work cooperatively with Larimer County and the private sector to accomplish the (1)joint planning of local government facilities, (2) development of a Plan that brings mixes of uses together with pedestrian and alternative transportation connections, (3)encouragement of participation by the private sector, and (4) development of recommendations for zoning, infrastructure improvements, financing, marketing and phasing necessary to implement the Plan; and WHEREAS, on May 20, 1996, the Planning and Zoning Board of the City recommended to the City Council that the Plan be adopted; and WHEREAS, City Council has determined that it is in the best interests of the City that the Plan be adopted as an amendment to the Downtown Plan, which is an element of the City's Comprehensive Plan. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS, as follows: Section 1. That the Civic Center Master Plan be, and hereby is, adopted as an amendment to the Downtown Plan which is an element of the City's Comprehensive Plan. Section 2. That in the event that any provision of the Civic Center Master Plan should conflict with any other provision of the Downtown Plan within the "study boundary" of the Civic Center Master Plan,the Civic Center Master Plan shall control and shall supersede such conflicting provision of the Downtown Plan.
