OF THE COUNCIL OF THE CITY OF FORT COLLINS
SUPPORTING THE JOINT APPLICATION
FOR A GREAT OUTDOORS COLORADO LEGACY GRANT
FOR THE CACHE LA POUDRE--BIG THOMPSON RIVERS LEGACY PROGRAM
WHEREAS, Great Outdoors Colorado(GOCO)was formed by the State of Colorado for the
purpose of helping the people of Colorado preserve, enhance, appreciate and enjoy our parks,
wildlife, trails and open spaces; and
WHEREAS,GOCO has created the Legacy Grant Program to help fund projects of statewide
or regional significance that fulfill the mission of GOCO;the objectives stated in Amendment 8; and
the GOCO strategic plan; and
WHEREAS, the City of Fort Collins has helped to create the Cache La Poudre -- Big
Thompson Rivers Legacy Program in partnership with the City of Greeley, City of Loveland,Estes
Valley Parks and Recreation District, Latimer County, Poudre Tech Metropolitan District, Town of
Estes Park, Town of Timnath, Town of Windsor, Weld County, Estes Valley Land Trust, Friends
of the Poudre, Latimer Land Trust, Poudre River Trust, Cache La Poudre--North Park Scenic and
Historic Byway,Aims Community College,Central Colorado Water Conservancy District,Colorado
Division of Wildlife, Colorado Division of Parks and Outdoor Recreation, Colorado State
University,Northern Colorado Water Conservancy District,University of Northern Colorado,USDA
Forest Service,United States Department of Interior("USDP')Bureau of Reclamation,and the USDI
National Parks Service; and
WHEREAS, the Cache La Poudre-Big Thompson Rivers Legacy Program is a voluntary
project to develop a legacy for present and future generations that preserves and enhances natural,
recreational, agricultural, educational, and other publicly beneficial opportunities associated with
the Cache La Poudre and Big Thompson Rivers and their watersheds; and
WHEREAS,this Rivers Legacy Program will create an open space system along the flood
plains of the two rivers that will protect key natural areas, wildlife habitats, and historic, scenic,
recreational, and agricultural resources in a mix of public and private ownership; will create a trail
system for pedestrian, bicycle, and equestrian access along the river corridor; will open Gateway
Park for public recreation; and will provide educational and interpretive centers for research and for
public education on the natural and cultural history of our region and the two major rivers; and
WHEREAS, the Rivers Legacy Program will help to further unify the communities and
people of Northern Colorado by protecting and enhancing the magnificent natural resources that
make up the Cache La Poudre and Big Thompson Rivers systems.
NOW, THEREFORE, BE IT RESOLVED, BY THE COUNCIL OF THE CITY OF FORT
COLLINS, that the Council enthusiastically and strongly endorses and supports the Legacy Grant
Application to Great Outdoors Colorado for the Cache La Poudre--Big Thompson Rivers Legacy
Program.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins held this
16th day of July, A.D. 1996.
