OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE CITY MANAGER TO SUBMIT THE 1996 FORT COLLINS ACTION
PLAN TO THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
WHEREAS, the National Affordable Housing Act("NAHA")requires that in order to apply
for certain Department of Housing and Urban Development("HUD") programs, local governments
must have an approved Consolidated Plan; and
WHEREAS, pursuant to Resolution 95-106, the Council of the City of Fort Collins
authorized the submission to HUD of the 1995-1999 Fort Collins Consolidated Plan; and
WHEREAS,the Consolidated Plan identifies needs and sets priorities for housing assistance,
human services and non-housing community development activities for a five-year period and
requires the adoption of annual Action Plans which identify projects which will carry out those
priorities during the annual program years; and
WHEREAS, representatives and individuals from the various housing and support services
agencies in the community and other individuals interested in affordable housing issues have
participated in the fifteen day public review process required by HUD to develop the 1996 Fort
Collins Action Plan ("Plan"); and
WHEREAS, the Plan contains a list of specific projects which will help implement the
priorities of the Fort Collins Consolidated Plan during the 1996-97 program year; and
WHEREAS, a draft of the Plan was available for public review from June 10 to June 25,
1996 and a public hearing was held on June 13, 1996 to receive public comment on the Plan while
written comments were accepted until June 25, 1996, all of which comments have been considered
and, as appropriate, incorporated into the Plan; and
WHEREAS, the Council has determined that the Plan should be authorized for submission
to HUD.
NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS,that the City Manager is hereby authorized to submit for approval the 1996 Fort Collins
Action Plan to the Department of Housing and Urban Development.
