HomeMy WebLinkAbout1996-074-06/18/1996-1995 REVENUES NOVEMBER 1996 RETENTION OF REVENUES SPECIAL ELECTION SURPASSED LIMIT RESOLUTION 96-74 OF THE COUNCIL OF THE CITY OF FORT COLLINS EXPRESSING THE INTENT OF TIIE COUNCIL TO PLACE ON THE NOVEMBER 1996 SPECIAL ELECTION BALLOT A MEASURE AUTHORIZING THE RETENTION OF REVENUES IN EXCESS OF CONSTITUTIONAL REVENUE AND SPENDING LIMITS WHEREAS, in 1992, Colorado voters statewide approved a measure amending the Colorado constitution to add Section 20 to Article X thereof, which provision limits the rate at which City revenue and spending may increase; and WHEREAS, City revenues in 1995 surpassed the limit imposed on revenue growth established in Section 20, Article X of the Colorado constitution by the amount of$763,821; and WHEREAS,the City has identified numerous pressing service demands, including improving streets and traffic flow and addressing related public safety concerns, for which additional funds are needed and to which such revenues may be applied; and WHEREAS, if the increased revenue amount is refunded, it is estimated that the amount of refund per utility account will be between $17 and $18; and WHEREAS,recent survey information indicates that Fort Collins voters support the retention of such funds for use in providing City services, rather than refunding; and WHEREAS, on June 5, 1996, the Council's Finance Committee voted to recommend that Council consider placing oil the November ballot a measure seeking voter approval to retain the 1995 revenue that exceeds the revenue limitations imposed by Article X Section 20 of the Colorado constitution. NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS, that the City Manager sliall prepare and present to the Council for its consideration at a regular Council meeting no later than August 6, 1996, an ordinance calling a November 1996 special election, if necessary, or a resolution placing on the November, 1996 election ballot a measure requesting voter approval to retain 1995 revenues in excess of the limitations established in Section 20 of Article X of the Colorado Constitution for the purposes of improving streets and traffic flow and addressing related public safety concerns.
