HomeMy WebLinkAbout1999-041-03/16/1999-AUTHORIZING THE PROVISION OF TELEPHONE AND COMPUTER SERVICES TO THE FORT COLLINS HOUSING AUTHORITY RESOLUTION 99 41 OF THE COUNCIL OF THE CITY OF FORT COLLINS AUTHORIZING THE PROVISION OF TELEPHONE AND COMPUTER SERVICES TO THE FORT COLLINS HOUSING AUTHORITY WHEREAS, pursuant to the provisions of state statute, the City has heretofore established the Fort Collins Housing Authority("Housing Authority")for the purpose of providing safe,sanitary and affordable dwelling accommodations for low income residents of the City; and WHEREAS,the provision of affordable housing serves an important public purpose for the City,and the City has a vital interest in the stability and ongoing existence of the Housing Authority; and WHEREAS,on November 3, 1998,the City Council adopted Emergency Ordinance No.209, 1998,which,among other provisions,stated that,in the event that the City Manager was authorized by the Board of Commissioners of the Fort Collins Housing Authority to serve as an officer or employee of the Housing Authority, such service was approved by the City Council and considered to be within the scope of the employment and the performance of the duties of the City Manager as an employee of the City; and WHEREAS,Emergency Ordinance No.209,1998,also authorized the City Manager to direct other City employees to assist him in the provision of administrative services to the Housing Authority; and WHEREAS,on November 3, 1998,the Board of Commissioners of the Fort Collins Housing Authority adopted Resolution No. 1 appointing the City Manager to serve as temporary acting executive director of the Housing Authority and as temporary acting secretary to the Board, and specifying other duties to be carried out by him in those capacities; and WHEREAS, City staff has determined that in order for the Housing Authority to effectively communicate with City management and staff involved in the administration of the Housing Authority and with the general public, and otherwise function efficiently currently and in the year 2000, the replacement of the existing telephone system for the Housing Authority with a system integrated with the City's telephone system and upgrade of Housing Authority computer resources is necessary and desirable; and WHEREAS, the City Council believes that it would be in the public interest to provide, within certain limitations, such financial assistance for the above-referenced purposes as the City Manager may deem appropriate. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the City Manager is hereby authorized to arrange for the extension of the City's telephone system to include the Housing Authority, and to arrange for additional telephone service and upgraded computer resources to the Housing Authority on an interim basis, until such time as an intergovernmental agreement establishing an ongoing arrangement for administration of the Housing Authority, including provision for reimbursement to the City for the costs of providing interim and ongoing telephone service, is developed and approved by the Council and the Housing Authority Board.
