OF THE COUNCIL OF THE CITY OF FORT COLLINS
SUPPORTING THE PREPARATION OF A NORTHERN COLORADO
REGIONAL COMMUNITIES I-25 CORRIDOR PLAN
WHEREAS, eight northern Colorado jurisdictions, consisting of Fort Collins, Loveland,
Berthoud, Windsor, Johnstown, Timnath, Larimer County and Weld County (the "Participating
Jurisdictions"), have agreed to participate in the preparation of a Northern Colorado Regional
Communities I-25 Corridor Plan to be completed by December, 2001, in cooperation with the
Colorado Department of Transportation and North Front Range Transportation and Air Quality
Planning Council; and
WHEREAS, the jurisdictions of Fort Collins, Loveland, Berthoud, Windsor, Johnstown,
Timnath, and Larimer County have appropriated funds for the purpose of preparing the Plan; and
WHEREAS,the Participating Jurisdictions desire to work cooperatively in regional growth
related efforts,and have directed their staffs to prepare a work program,schedule,budget,and seek
outside consultant assistance in the preparation of a planning document designed to address future
development issues along the I-25 Corridor; and
WHEREAS,the Participating Jurisdictions desire to define and agree upon the components
to be addressed by the Plan; and
WHEREAS,the Participating Jurisdictions desire to work in a spirit of cooperation toward
the resolution of issues that will require regional solutions and/or approaches; and
WHEREAS,the Council of the City of Fort Collins desires to continue to cooperate with the
other Participating Jurisdictions of the region in completion of the Plan; and
WHEREAS, upon completion of the Plan, the Participating Jurisdictions agree to consider
adoption and implementation of the Plan in a manner appropriate for each jurisdiction.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the City Council understands and agrees that the Plan will include the
following components:
• the definition of shared community values and issues within the Corridor area;
• the inventory of existing and future conditions within the Corridor area;
• the development of a vision for the Corridor's future development pattern and
character;
• the prediction of future multi-modal transportation activity along the Corridor and
the development ofrecommendations for improvements to the transportation network
serving development along the Corridor,as well as provision of policy direction for
the regional communities;
• the identification of significant open lands and natural areas and preparation of
policies and recommendations for their conservation and interrelationships with
future land use patterns;
• the development of voluntary design guidelines and mandatory design standards to
set the desired Corridor character to be adopted and implemented by participating
communities;
• the development of an action plan to implement the Plan's recommendations; and
• the provision of opportunities for ongoing and meaningful participation and multi-
media communication with public, elected officials, and staff.
Section 2. That the City Council agrees to work in a spirit of cooperation toward
resolution of issues that will require regional solutions and/or approaches.
Section 3. That the City Council desires to continue to cooperate with the other
Participating Jurisdictions in the region in completion of the Plan.
Section 4. That the City Council desires, upon completion of the Plan, to consider
adoption and implementation of the Plan in a manner appropriate for the City of Fort Collins.
Passed and adopted at a regular meeting of the City Council held this 18th day of January,
A.D. 2000.
