HomeMy WebLinkAbout2000-053-04/04/2000-ADOPTING THE US287/SH14 ACCESS MANAGEMENT PLAN AND AUTHORIZING THE EXECUTION OF RELATED IGAS BETWEEN RESOLUTION 2000-53 OF THE COUNCIL OF THE CITY OF FORT COLLINS ADOPTING THE US28711SH14 ACCESS MANAGEMENT PLAN AND AUTHORIZING THE EXECUTION OF RELATED INTERGOVERNMENTAL AGREEMENTS BETWEEN THE CITY OF FORT COLLINS, LARIMER COUNTY AND THE COLORADO DEPARTMENT OF TRANSPORTATION,AND MAKING CORRESPONDING AMENDMENTS TO THE MASTER STREET PLAN WHEREAS, during approximately the last year the staffs of the City, Larimer County (the "County") and the Colorado Department of Transportation ("CDOT") have worked together to develop the US 287/SH14 Access Management Plan (the "Plan") for the purpose of establishing a long-range plan that will improve the safety and operation of US Highway 287 along North College Avenue from State Highway 1 to Jefferson Street; and State Highway 14 from Jefferson Street/Riverside Avenue to Mulberry Street and from Mulberry Street to its intersection with Interstate Highway 25 in order to improve the safety and operation of these roadways for all modes of transportation, and to enhance the visual character of these corridors; and WHEREAS,the staffs of the City,the County and CDOT have also engaged the consulting services of Felsburg,Holt,&Ullevig,Balloffet and Associates and Sherry Albertson-Clark to assist with the preparation of the Plan and have also incorporated an extensive public process to assist in the development of the Plan; and WHEREAS.following presentations to various boards and commissions of the City and the City Council. the City's Transportation Board and Planning and Zoning Board have recommended to the City Council that the Plan be adopted; and WHEREAS,as a part of the adoption of the Plan,it is necessary that the City,the County and CDOT enter into related Intergovernmental Agreements for the portion of the Plan extending from the intersection of US Highway 287 and State Highway 1 to the intersection of US Highway 287 and State Highway 14 and also for the portion of the Plan extending from the intersection of said Highway 14 with Mulberry Street to its intersection with Interstate Highway 25; and for the City to enter into a related Intergovernmental Agreement with CDOT for that portion of State Highway 14 from its intersection with US Highway 287 to its intersection with Mulberry Street (the "Intergovernmental Agreements"); and WHEREAS,the adoption of the Plan also requires certain revisions to be made to the City's Master Street Plan so that said Master Street Plan will accurately reflect the recommendations of the Plan. NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. Should any one or more sections or provisions of this Agreement be judicially determined to be invalid or unenforceable, such judgment shall not affect, impair or invalidate the remaining provisions of this Agreement, the intention being that the various provisions hereof are severable. 9. This writing supersedes and controls all prior written and oral agreements and representations of the Agencies and constitutes the whole agreement between them with respect to the subject matter of this instrument. No additional or different oral representation, promise or agreement shall be binding on any Agency. This Agreement may be amended or terminated only in writing executed by the Agencies on express authorization from their respective governing bodies or director_ The Agencies agree to confer at least every three years with respect to whether a necessity exists for amendment to the Agreement, or regarding the continuation hereof, or both. By signing this Agreement,the Agencies acknowledge and represent to one another that all procedures necessary to validly contract and execute this Agreement have been performed, and that the persons signing for each Agency have been duly authorized by such Agency to do so. 11. No portion of this Agreement shall be deemed to constitute a waiver of any immunities the parties or their officers or employees may possess, nor shall any portion of this Agreement be deemed to have created a duty of care which did not previously exist with respect to any person not a party to this Agreement. 12. It is expressly understood and agreed that the enforcement of the terms and conditions of this Agreement, and all rights of action relating to such enforcement, shall be strictly reserved to the undersigned parties and nothing in this Agreement shall give or allow any claim or right of action whatsoever by any other person not included in this Agreement. It is the express intention of the undersigned parties that any entity other than the undersigned parties receiving services or benefits under this Agreement shall be an incidental beneficiary only. 3 IN WITNESS WHEREOF, the Agencies have executed this Agreement effective as of the day and year first above written. PURPOSE The purpose of the Access Control Plan is to provide the City of Fort Collins (hereafter referred to as the"City'), and the Colorado Department of Transportation (hereafter referred to as the "Department") with a comprehensive roadway access control plan for SH 14 (Jefferson Street and Riverside Avenue) from the junction of United States 287 (North College Avenue) to the junction of Mulberry Street (hereafter referred to as the "Segment"). The development of this Access Control Plan adheres to the requirements of the State Highway Access Code (2 C.C.R. 601-1) (the "Access Code"), Section 2.12, 1998. It is the agreement of all parties that all access decisions for this Segment of state highway shall be in conformance with this intergovernmental agreement. II. RESPONSIBILITIES Responsibility for construction costs for roads, closures, traffic control and/or any other features covered by this agreement and plan shall be based on a fair and equitable allocation of the costs as agreed upon by the involved parties. No party shall be required to expend its public funds for such undertaking without the express prior approval of its governing body or director. Private development-related access improvements will be the responsibility of the property owner. 111. ACCESS LOCATIONS Accesses described in Section VI may be closed, relocated, or consolidated, or turning movements may be restricted when in the opinion of the City,with Department concurrence, or in the opinion of the Department, any of the following conditions occur: a) the access is detrimental to the public's health, safety and welfare, b)the access has developed an accident history that is correctable by restricting access,or c) the restrictions are necessitated by a change in road or traffic conditions. IV. CHANGE OF LAND USE Future land development (different land use) will not change these principles. If access to the local road system is available, existing direct private property access(es) to SH 14 will be closed. If access to the local road system is not possible, a RIRO will be allowed. Right turn deceleration or acceleration lanes will not be required along this corridor for private driveway access points. V. AMENDMENTS Any proposed access change or addition not identified in this Exhibit will require that an amendment request be processed as described in Exhibit C. 5 VI. ACCESS TYPES There are a number of existing access conditions on SH 14 which will be modified with similar improvements in the future. Instead of providing a full description for each access point, the following descriptions summarize this typical information and are referenced in the Individual Access Point Descriptions (See Section VII). Public Road Unsignalized Intersection (PRU) These types of highway accesses are full or limited movement, at-grade, stop-controlled intersections. Public roads along the corridor are city streets, alleys, or state highways. Right or left turn acceleration and deceleration lanes will be constructed that meet the design requirements and standards of the Access Code. These highway accesses will be modified according to the following scenarios: Scenario 1. Public Road Unsignalized Intersections with adequate intersection spacing (PRU1). If adequate spacing can be provided for the installation of an inbound left turn lane, then %movement access will be allowed. The length of the left turn lane shall meet current Access Code standards. % movement access may be provided for one direction of travel without requiring the installation of a % movement access in the opposing direction. Signalization of these accesses will not be allowed, and if signal warrants are met (as stated in the latest edition of the Manual on Uniform Traffic Control Devices U.S. Department of Transportation, Federal Highway Administration) or if the intersection develops an accident history (defined as four reported accidents in a 12-month period) that is correctable by restricting access, then intersection will be modified to a RIRO only access point. Scenario 2. Public Road Unsignalized Intersections with inadequate intersection spacing (PRU2). At those locations where intersection spacing does not meet the Access Code standards for installation of an inbound left turn lane, access will be restricted to RIRO movements only. Public Road Signalized Intersection (PRS) Public road signalized intersections are at-grade, full movement public road intersections with a traffic signal. Signalized public roads include state highways and city streets. Right or left turn deceleration lanes will be constructed that meet the design requirements and standards of the Department. Driveway Access (DA) Driveway accesses are full or partial movement highway accesses serving numerous types of private properties. None have acceleration or deceleration lanes and they are generally used multiple times daily. A driveway access can be a drop curb or other highway access that serves businesses or private residences. These accesses will be modified or closed under the following circumstances: 1._ Closed if the land use changes or if there is a change that will increase the daily trip generation by 20 percent or more and if access to the local street network is available. 6 2. Consolidation of driveway accesses will be encouraged among adjoining property owners, particularly when access to a City street cannot be provided and the sharing of access would reduce the number of direct access points to the state highway for two or more properties. VII. INDIVIDUAL ACCESS POINT DESCRIPTIONS The following is a description of all existing and future access points, including their current status and changes which are included in the Access Control Plan. All locations are defined by the approximate milepoint (in hundredths of a mile) althe Access Control Planrlfor SHine of t14 access. Due to uniquely different access and land uses, is in two sections, one for Jefferson Street and one for Riverside Avenue. Jefferson Street US 287 North College Avenue to Lincoln Avenue/Mountain Avenue North College Avenue MP134.72 (northeast&southeast)This existing public road access currently functions as a full movement signalized intersection. Modification to this intersection will include changing the existing traffic signal to signalize the northwest-bound right turn movement from Jefferson Street onto North College Avenue. See PRS. Any request for amendment must be submitted to the Colorado Department of Transportation by a signatory of the Intergovernmental Agreement (an Agency). The amendment request shall include: • Description of Access • Justification for Amendment • Supporting Traffic Analysis 2. The Department shall review the submittal for completeness and for consistency with the access objectives, principles, and strategies described in Chapter 2 of the US287/SH14 Access Management Plan report as well as the Access Control Plan for this corridor and the State Highway Access Code. 3. If the amendment request is found to be complete, it will be forwarded to all members of the Advisory Group designated below with a brief report prepared by the Department. • The Advisory Group will be comprised of one representative from each Agency. • With all amendment requests, the Advisory Group will meet and the submitting entity will be given an opportunity to present its request. 4. After the Advisory Group has reviewed and discussed the amendment request, it will be voted upon by the Agencies. An affirmative vote of all of the Agencies will be necessary to approve the amendment. 12 EXHIBIT "A" Revised: March 29, 2000 North College Avenue (US287) INTERGOVERNMENTAL AGREEMENT AMONG THE CITY OF FORT COLLINS, LARIMER COUNTY, AND THE STATE OF COLORADO DEPARTMENT OF TRANSPORTATION THIS AGREEMENT is entered into effective as of the day of 2000, by and among the City of Fort Collins and Larimer County (hereafter referred to collectively as the "City and County"), and the State of Colorado, Department of Transportation (hereafter referred to as the "Department"), all of said parties being referred to collectively herein as the "Agencies." WITNESSETH: WHEREAS, the Agencies are authorized by the provisions of Article XIV, Section 18(2)(a), Colorado Constitution, and Sections 29-1-201, et. seq., C.R.S., to enter into contracts with each other for the performance of functions which they are authorized by law to perform on their own; and WHEREAS, each Agency is authorized by Section 43-2-147(1)(a), C.R.S., to regulate access to public highways within its jurisdiction; and WHEREAS,the coordinated regulation of vehicular access to public highways is necessary to maintain the efficient and smooth flow of traffic, to reduce the potential for traffic accidents, to protect the functional level and optimize the traffic capacity, to provide an efficient spacing of traffic signals, and to protect the public health, safety and welfare; and WHEREAS,the Agencies desire to provide for the coordinated regulation of vehicular access for the section of United States 287 (North College Avenue) between State Highway 14 (Jefferson Street)(MP 346.66) and State Highway 1 (MP 348.42) (hereafter referred to as the"Segment"),which is within the jurisdiction of the Agencies; and WHEREAS,the Agencies are authorized pursuant to Section 2.12 of the 1998 State Highway Access Code, 2 C.C.R. 601-1 (the "Access Code)to achieve such objective by written agreement among themselves adopting and implementing a comprehensive and mutually acceptable highway access control plan for the Segment for the purposes above recited; and WHEREAS, the development of this Access Control Plan adheres to the requirements of the Access Code, Section 2.12. 1 NOW THEREFORE, for and in consideration of the mutual promises and undertakings herein contained, the Agencies agree as follows: 1• This Agreement shall constitute an approved Access Control Plan for the Segment, within the meaning of Section 2.12 of the Access Code. 2. The Agencies shall regulate access to the Segment in compliance with the Highway Access Law, Section 43-2-147, C.R.S. (the "Access Law"), the Access Code, and this Agreement including Exhibits A (US 287 Access Control Plan), B (Illustrative Aerial Photos) and C (Access Control Plan Amendment Process). Vehicular access to the Segment shall be permitted only when such access is in compliance with the Access Law, the Access Code and this Agreement. 3. Accesses which were in existence in compliance with the Access Law prior to the effective date of this Agreement may continue in existence until such time as a change in the access is required by the Access Law, the Access Code or this Agreement or in the course of highway construction. When closure, modification, or relocation of access is required, the Agency(ies) having jurisdiction shall utilize appropriate legal process to effect such action. 4. Actions taken by any Agency with regard to transportation planning and traffic operations within the areas described in Exhibit A to this Agreement shall be in conformity with this Agreement. 5. Parcels of real property created after the effective date of this Agreement which adjoin the Segment shall not be provided with direct access to the Segment unless the location, use and design thereof conform to the provisions of this Agreement. 6, This Agreement is based upon and is intended to be consistent with the Access Law and the Access Code as now or hereafter constituted. An amendment to either the Access Law or the Access Code which becomes effective after the effective date of this Agreement and which conflicts irreconcilably with an express provision of this Agreement may be grounds for revision of this Agreement. 7. This Agreement does not create any current financial obligation for any Agency. Any future financial obligation of any Agency shall be subject to the execution of an appropriate encumbrance document, where required.Agencies involved in or affected by any particular or site-specific undertaking provided for herein will cooperate with each other to agree upon a fair and equitable allocation of the costs associated therewith, but, notwithstanding any provision of this Agreement, no Agency shall be required to expend its public funds for such undertaking without the express prior approval of its governing body or director. No additional or different oral representation, promise or agreement shall be binding on any Agency. This Agreement may be amended or terminated only in writing executed by the Agencies on express authorization from their respective governing bodies or director. The Agencies agree to confer at least every three years with respect to whether a necessity exists for amendment to the Agreement, or regarding the continuation hereof, or both. Notwithstanding the foregoing, however, this Agreement shall remain in force until terminated by written agreement of all of the agencies. 10. By signing this Agreement, the Agencies acknowledge and represent to one another that all procedures necessary to validly contract and execute this Agreement have been performed, and that the persons signing for each Agency have been duly authorized by such Agency to do so. 11. No portion of this Agreement shall be deemed to constitute a waiver of any immunities the parties or their officers or employees may possess, nor shall any portion of this Agreement be deemed to have created a duty of care which did not previously exist with respect to any person not a party to this Agreement . 12. It is expressly understood and agreed that the enforcement of the terms and conditions of this Agreement, and all rights of action relating to such enforcement, shall be strictly reserved to the undersigned parties and nothing in this Agreement shall give or allow any claim or right of action whatsoever by any other person not included in this Agreement. PURPOSE The purpose of the Access Control Plan is to provide the City of Fort Collins and Larimer County, (hereafter referred to collectively as the "City and County"), and the Colorado Department of Transportation (hereafter referred to as the "Department") with a comprehensive roadway access control plan for SH 14 from the junction of Riverside Avenue (also SH 14) to the junction of Interstate 25 (hereafter referred to as the "Segment"). The development of this Access Control Plan adheres to the requirements of the State Highway Access Code (2 C.C.R. 601-1) (the"Access Code', Section 2.12, 1998. It is the agreement of all- parties that all access decisions for this Segment of state highway shall be in conformance with this intergovernmental agreement. II. RESPONSIBILITIES Responsibility for construction costs for roads, closures, traffic control and/or any other features covered by this agreement and plan shall be based on a fair and equitable allocation of the costs as agreed upon by the involved parties. No Agency shall be required to expend its public funds for such undertaking without the express prior approval of its governing body or director. Private development-related access improvements will be the responsibility of the property owner. III. ACCESS LOCATIONS Accesses described in Section VII, below, may be closed, relocated, or consolidated, or turning movements may be restricted when in the opinion of the City and County with Department concurrence, or in the opinion of the Department, any of the following conditions occur- a)the access is detrimental to the public health, safety and welfare, b)the access has developed an accident history that is correctable by restricting access, or c) the restrictions are necessitated by a change in road or traffic conditions. IV. CHANGE OF LAND USE Future land development (different land use)will not change these principles. New, private driveway access to the state highway will not be allowed. No additional Frontage Road connections to the mainline of SH 14 will be allowed. V. AMENDMENTS Any proposed access change or addition not identified in this Exhibit will require that an amendment request be processed as described in Exhibit C. 5 VI. ACCESS TYPES There are a number of existing access conditions on SH 14 which will be modified with similar improvements in the future. Instead of providing a full description for each access point, the following descriptions summarize this typical information and are referenced in the individual access point discussions (Section 7). Public Road Unsignalized Intersection (PRU) These types of highway accesses are full movement, at-grade, stop-controlled intersections. Public roads along the corridor are City or County streets. Most unsignalized public road intersections have deceleration and acceleration lanes. These highway accesses will be modified according to the following scenarios: Scenario 1: Public Road Unsignalized Intersections with adequate intersection spacing (PRU.1). A% movement access will be allowed if adequate spacing can be provided for the installation of an inbound left turn lane. The length of the left turn lane shall meet the current Access Code standards. A% movement access may be provided for one direction of travel without requiring the installation of a % movement access in the opposing direction. Signalization of these accesses will not be allowed, and if signal warrants are met (as stated in the latest edition of the Manual on Uniform Traffic Control Devices, U.S. Department of Transportation, Federal Highway Administration) or if the intersection develops an accident history (defined as four reported accidents in a 12-month period) that is correctable by restricting access, the intersection will be modified to a RIRO only access point or removed. Scenario 2: Public Road Unsignalized Intersection with inadequate intersection spacing (PRU2). At those locations where intersection spacing does not meet the Access Code standards for the installation of an inbound left turn lane, access will be restricted to RIRO movements only or removed. Scenario 3: Public Road Unsignalized Intersections programmed to be signalized (PRU3). These unsignalized public roads are identified by the Access Control Plan for future signalization. Signalization will be allowed once appropriate signal warrants are met (as stated in the latest edition of the Manual on Uniform Traffic Control Devices, U.S. Department of Transportation, Federal Highway Administration) and an appropriate engineering study indicates that a signal will improve the overall safety and/or operation of the intersection. Frontage Road Intersection with the State Highway (FRSH) Frontage road intersections with the state highway are at-grade, full movement public road, stop-controlled intersections. These intersections are closely spaced to public street intersections on the state highway. These intersections will be relocated a minimum of 150 feet from the northernmost or southernmost through travel lane on the state highway to provide sufficient vehicle stacking distance for access onto the state highway. 6 Public Road Siqnalized Intersection (PRS) Public road signalized intersections are at-grade, full movement public road intersections with a traffic signal. Signalized public roads include City and County streets. Right and/or left turn deceleration lanes will be constructed that meet the design requirements and standards of the Access Code. Driveway Accesses (DA) Only three driveway accesses will be allowed directly onto SH14 along the corridor. These are the two existing access points for the City of Fort Collins Water Reclamation Facility (northside of SH14) and one to vacant property across from this facility on the southside of SH14 . These accesses shall be restricted to RIRO only movements. Frontage Road Driveway Access (FRDA) Driveway accesses are full or partial movement accesses with the frontage roads serving numerous types of private properties. None have acceleration or deceleration lanes and they are generally used multiple times daily. A driveway access can be a drop curb or other highway access that serves businesses or private residences. These accesses will be modified or closed under the following circumstances: • Consolidated per Access Code requirements if the redeveloped land has multiple access points and reasonable access to the entire redevelopment cannot be provided from a City or County street. • Shared with adjoining property when access to a City or County street cannot be provided and the sharing of access would reduce the number of direct access points to the state highway/frontage road for two or more properties. • Construct acceleration and deceleration lanes as required by Access Code. VII. INDIVIDUAL ACCESS POINT DESCRIPTIONS The following is a description of all existing and future access points which connect directly to the SH 14 mainline, including their current status and changes which are included in the Access Control Plan. Any request for amendment must be submitted to the Colorado Department of Transportation by a signatory of the Intergovernmental Agreement (an Agency). The amendment request shall include: • Description of Access • Justification for Amendment • Supporting Traffic Analysis 2. The Department shall review the submittal for completeness and for consistency with the access objectives, principles, and strategies described in Chapter 2 of the US287/SH14 Access Management Plan report as well as the Access Control Plan for this corridor and the State Highway Access Code. 3. If the amendment request is found to be complete, it will be forwarded to all members of the Advisory Group designated below with a brief report prepared by the Department. • The Advisory Group will be comprised of one representative from each Agency. • With all amendment requests, the Advisory Group will meet and the submitting entity will be given an opportunity to present its request. 4. After the Advisory Group has reviewed and discussed the amendment request, it will be voted upon by the Agencies. An affirmative vote of all of the Agencies will be necessary to approve the amendment. 14 EXHIBIT A US287 ACCESS CONTROL PLAN US287 (North College Avenue) State Highway 14 (Jefferson Street) to State Highway 1 Larimer County, Colorado 1. PURPOSE The purpose of the Access Control Plan is to provide the City of Fort Collins and Larimer County, (hereafter referred to collectively as the "City and County", and the Colorado Department of Transportation (hereafter referred to as the "Department") with a comprehensive roadway access control plan for United States (US) 287 from the junction of State Highway 14 (Jefferson Street) to the junction of State Highway 1 (hereafter referred to as the "Segment"). The development of this Access Control Plan adheres to the requirements of the State Highway Access Code (2 C.C.R. 601-1) (the "Access Code"), Section 2.12, 1998. It is the agreement of all parties that all access decisions for this Segment of state highway shall be in conformance with this intergovernmental agreement. II. RESPONSIBILITIES Responsibility for construction costs for roads, closures, traffic control and/or any other features covered by this agreement and plan shall be based on a fair and equitable allocation of the costs as agreed upon by the involved Agencies. No party shall be required to expend its public funds for such undertaking without the express prior approval of its governing body or director. Private development-related access improvements will be the responsibility of the property owner. III. ACCESS LOCATIONS Accesses described in Section VII, below, may be closed, relocated, or consolidated, or turning movements may be restricted when in the opinion of the City and County with Department concurrence, or in the opinion of the Department, any of the following conditions occur. a)the access is detrimental to the public health, safety and welfare, b)the access has developed an accident history that is correctable by restricting access, or c) the restrictions are necessitated by a change in road or traffic conditions. IV. CHANGE OF LAND USE Future land development (different land use) will not change these principles. If access to the local road system is available, existing direct private property access(es) to US 287 will be closed. If access to the local road system is not possible, a Right-In/Right-Out (BIRO)will be allowed with deceleration and acceleration lanes as required according to the guidelines in the Access Code. V. AMENDMENTS Any proposed access change or addition not identified in this Exhibit will require that an amendment request be processed as described in Exhibit C. 5 VI. POTENTIAL ACCESS MODIFICATIONS There are a number of existing access conditions on US 287 which will be modified with similar improvements in the future. Instead of providing a full description for each access point, the following descriptions summarize this typical information and are referenced in the individual access point discussions (Section VII). Public Road Unsignalized Intersection (PRU) These types of highway accesses are full movement, at-grade, stop-controlled intersections. Public roads along the corridor are city streets. Most unsignalized public road intersections have a left turn deceleration lane, typically part of a shared center turn lane. These highway accesses will be modified according to the following scenarios: • Scenario 1. Public Road Unsignalized Intersections with adequate intersection spacing (PRU1). 3/4 movement access will be allowed if adequate spacing can be provided for the installation of an inbound left turn lane. The length of the left turn lane shall meet current Access Code standards. 3/4 movement access may be provided for one direction of travel without requiring the installation of a 3/4 movement access in the opposing direction. Signalization of these accesses will not be allowed, and if signal warrants are met(as stated in the latest edition of the Manual On Uniform Traffic Control Devices, U.S. Department of Transportation, Federal Highway Administration) or if the intersection develops an accident history (defined as four reported accidents in a 12- month period)that is correctable by restricting access, the intersection will be reviewed for modified to a RIRO only access point. • Scenario 2. Public Road Unsignalized Intersections with inadequate intersection spacing (PRU2). At those locations where intersection spacing does not meet the Access Code standards for the installation of an inbound left turn lane, access will be restricted to RIRO movements only. • Scenario 3. Public Road Unsignalized Intersections programmed to be signalized(PRU3). These unsignalized public roads are identified by the Access Control Plan for future signalization. Signalization will be allowed once appropriate signal warrants are met (as stated in the latest edition of the Manual On Uniform Traffic Control Devices, U.S. Department of Transportation, Federal Highway Administration) and an appropriate engineering study indicates that a signal will improve the overall safety and/or operation of the highway. Public Road Signalized Intersection (PRS) Public road signalized intersections are at-grade, full movement public road intersections with a traffic signal. Signalized public roads include state highways and city streets. Right or left turn deceleration lanes will be constructed that meet the design requirements and standards of the Access Code. 6 Driveway Access (DA) Driveway accesses are full or partial movement highway accesses serving numerous types of private properties. Few have acceleration or deceleration lanes and they are generally used multiple times daily. A driveway access can be a drop curb or other highway access that serves businesses or private residences. These accesses will be modified or closed under the following circumstances: • They will be closed if the land use changes or if there is a change that will increase the daily trip generation by 20 percent or more and if access to the local street network is available. • They will be modified to RIRO by installing a raised median. This modification will occur only after reasonable alternative access is provided either by provision of safe turn lanes at the nearest full-movement/signalized public road intersection so that U-turns can be allowed, by constructing the parallel street system for alternative access, or through other appropriate traffic engineering measures. • Consolidated if the redeveloped land has multiple access points and/or reasonable access to the entire redevelopment cannot be provided from a City street. • Shared with adjoining property when access to a City street cannot be provided and the sharing of access would reduce the number of direct access points to the state highway for two or more properties. • Acceleration and deceleration lanes shall be provided as to conform to the Access Code. VII. INDIVIDUAL ACCESS POINT DESCRIPTIONS The following is a description of all existing and future access points, including their current status and changes which are required. All locations are defined by the approximate milepoint (in hundredths of a mile) along US 287 at the centerline of the access. The Access Control Plan for US 287 is in two parts, a short-term plan to improve the immediate access and safety concerns of the corridor, and a long-range plan to accommodate the future capacity and circulation needs of the corridor. Short-Term Plan - North College Avenue The more significant improvements along North College Avenue for short-term plan are listed below. The list is not a complete list of all the recommended improvements, however. Other improvements have been shown on the aerial photographs and typically include improvements to a specific access such as combining/sharing accesses,closing an access or providing other means of accessing the state highway system. All of the recommended access changes and corridor improvements are listed in Exhibit B. The improvements are listed in order from south end of the project to north end. Construct a second southbound left turn lane at Jefferson Street(MP346.66). In addition, modify the existing traffic signal to signalize the westbound Jefferson Street right turn 7 movement and provide geometric improvements to the right turn lane. This modification will 1 prevent vehicle weaving between this movement and the northbound left turn lane at Cherry Street(MP346.75). ➢ Construct a raised median on North College Avenue directly to the north of Cherry/Willow Street(MP346.75). Medians in this location would connect existing medians to the north and provide an almost continuous median between Jefferson Street and the Cache La Poudre River. A"back access"connection to Willow Street should be provided for affected properties along the east side of North College Avenue,specifically, Rapid Lube and Just Office Furniture. ➢ Construct a definitive access at the JAX Mercantile Company(approximately MP347.40). Currently,access is provided along the entire frontage of this parcel and a high accident history exists. By defining a specific access location,turning movements can be concentrated atone location, thereby reducing the accident potential. ➢ Construct a RIRO turn restriction island at Ken's Muffler Shop(MP347.52) to limit vehicle movements to right turns only. ➢ Establish via pavement marking changes separate northbound and southbound left turn lanes between Hickory(MP347.54) and Conifer Streets (MP347.50)on North College Avenue. ➢ Construct turn restriction islands at the El Palimino Motel to limit vehicle movements to only RIRO at the south access (MP347.52 nearest Conifer Street) and to'44movements at the northern access (MP347.55 directly north of Hickory Street). ➢ Improve the area between Terry's Midtown and Little Guys Movers (MP347.74) to establish an "alley type" access between North College Avenue and the public alley behind these properties. This area could be used for improved access; however, legal constraints regarding actual property ownership are in question. ➢ Pave the public alley that is directly to the east of North College Avenue, and between Bristlecone Drive and Conifer Street. Improvements to the alley would promote back access to eight separate parcels in the area. ➢ Construct a raised median along North College Avenue directly to the north of Willox Lane (MP348.04). In addition, provide an alternative"back access"to Willox Lane for affected properties along the east side of North College Avenue, specifically, the Pobre Ponchos restaurant and the residential apartments at 1804 North College Avenue. 8 Long Range Plan— North College Avenue Corridor-wide improvements include constructing the City of Fort Collins arterial street cross-section, including raised, landscaped medians. The raised medians should not be constructed until appropriate segments of the parallel street system are constructed. A parallel street system of Collector level roadways are to be constructed on both the east and west sides of North College Avenue. Primary limits for the parallel street system are between Vine Drive and Bristlecone Drive on the east side of North College and between Alpine Street and State Highway 1 on the west side of North College. Additional RIRO access can be provided at the approximate locations shown on the aerial maps (Exhibit B). The location of these access points can fluctuate and is dependent upon the size or type of redevelopment that may occur. The minimum access spacing for a this roadway would be between 225 —275 feet depending upon the posted speed limit. The spacing requirements represent the distance between adjacent access points or between an access and an adjacent street intersection.
