OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING EXPENDITURES FROM THE ART IN PUBLIC PLACES RESERVE
ACCOUNTS IN THE CULTURAL SERVICES AND FACILITIES FUND
FOR THE PURCHASE OF A SCULPTURE "SUPPORT" FOR THE FRONT
ROTUNDA OF THE NEW CIVIC CENTER (CITY) OFFICE BUILDING
WHEREAS, pursuant to Section 23-304 of the City Code, one percent (I%) of the funds
appropriated for the Civic Center Parking Structure was required to be set aside in the Art in Public
Places reserve account in the Cultural Services and Facilities Fund, for use in the acquisition or
leasing of works of art, maintenance, repair or display of works of art, and administrative expenses
related to the Art in Public Places Program, in accordance with the Art in Public Places Guidelines
adopted by Council in Ordinance No. 47, 1998 (the "Guidelines"); and
WHEREAS,the City is currently in the process of constructing the Civic Center(City)Office
Building located on the northwest corner of the intersection of LaPorte Avenue and Mason Street
(the "Project"); and
WHEREAS,the Art in Public Places Board(the"Board"),together with City staff involved
in the Project evaluated proposed works of art for the Project at its July 19, 2000, regular meeting,
pursuant to the Guidelines; and
WHEREAS, based on that evaluation, the Board voted unanimously to recommend the
selection of Rafe Ropek's sculpture, "Support", to be located in the front rotunda as part of the
Project; and
WHEREAS,the estimated cost to acquire"Support",including administration,commission
of the artists, contingency and maintenance of the pieces is $84,695; and
WHEREAS, adequate funds are available in the Art in Public Places reserve account in the
Cultural Services and Facilities Fund, and are appropriated in the 2000 budget, to provide for the
artist design fees, construction and installation of the pieces in the Civic Center (City) Office
Building; and
WHEREAS, Section 23-308 of the City Code requires that the Board's selection of the
recommended art for the Project be presented for Council review and approval, because the cost of
the art exceeds $10,000.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the expenditure of up to EIGHTY-FOUR THOUSAND SIX HUNDRED AND
NINETY-FIVE DOLLARS ($84,695) from the Art in Public Places reserve account in the Cultural
Services and Facilities Fund, for the sculpture "Support", proposed by artist Rafe Ropek, for the
Project, is hereby authorized.
Passed and adopted at a regular meeting of the City Council held this 19th day of September
A.D. 2000.
