HomeMy WebLinkAbout2001-020-02/06/2001-REGARDING CAPITAL IMPROVEMENT PROJECTS RESOLUTION 2001-20 OF THE COUNCIL OF THE CITY OF FORT COLLINS REGARDING CAPITAL IMPROVEMENT PROJECTS WHEREAS, the City is responsible for constructing a wide variety of capital facilities to support the provision of municipal services; and WHEREAS, Fort Collins' City leaders and voters have done a good job of investing in and providing a wide range of public facilities that address the basic needs of the City as well as those that enhance the quality of life of citizens in our community; and WHEREAS,a 10-year Capital Improvement Plan and Inventory has recently been completed that lists a wide range of capital projects that are fully or partially funded,together with an inventory of unfunded projects. NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That, with the preparation of each biennial budget, the City Council will establish a four-year list of priority capital projects for which funding is limited or nonexistent, and an accompanying preliminary funding strategy. Section 2. That the design and construction of capital projects will include and emphasize low maintenance elements. Section 3. That all proposed capital projects will include an estimate of ongoing operations and maintenance costs. Section 4. That operations and maintenance funding will be included in the strategy for funding the construction of each new capital project. Section 5. That, with regard to all capital projects for which Council seeks voter- approved funding, Council will submit to the voters a proposed funding source to at least partially cover the costs of operating and maintaining the new facilities, and that citizen groups that seek voter approval for capital projects will also be encouraged to include a component to cover ongoing operation and maintenance costs.
