HomeMy WebLinkAbout013 - 02/19/2013 - APPROPRIATING UNANTICIPATED GRANT REVENUE INTO THE CAPITAL PROJECTS FUND FOR THE BUILDING ON BASICS ORDINANCE NO. 0U, 2013 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED GRANT REVENUE INTO THE CAPITAL PROJECTS FUND FOR THE BUILDING ON BASICS INTERSECTION IMPROVEMENTS AND TRAFFIC SIGNALS PROJECT FOR TIMBERLINE ROAD AND HORSETOOTH ROAD INTERSECTION IMPROVEMENTS WHEREAS, in 2011, the Engineering Department completed an Arterial Intersection Prioritization Study which listed the Timberline Road and Horsetooth Road intersection (the "Intersection") as one of the locations most in need of safety and operation improvements; and WHEREAS, the proposed improvements at the intersection (the "Project") will include multi-modal facility improvements to create a safer and more efficient intersection for all users;and WHEREAS, the City's engineering staff is recommending a conceptual level design to determine the full Project scope, footprint, and budget; and WHEREAS, the City has received a federal grant through the North Front Range Metropolitan Planning Organization (NFRMPO), category Congestion Mitigation and Air Quality (CMAQ) for operational and safety improvements at the Timberline Road and Horsetooth Road intersection; and WHEREAS,the grant requires matching funds in the amount of$81,279 which are available from existing appropriations in the Building on Basics Intersection Improvements and Traffic Signals Project; and WHEREAS, the grant was based upon, and the project includes, the addition of a southbound, dedicated right turn lane to the Intersection; and WHEREAS, the Project may also include improvements to the left turn lane, median and landscaping, sidewalk and bicycle lanes, and pavement; and WHEREAS, Article V, Section 9, of the City Charter permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount of such supplemental appropriations,in combination with all previous appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS, City staff has determined that the appropriation of the revenue as described herein will not cause the total amount appropriated in the Capital Projects Fund to exceed the current estimate of actual and anticipated revenues to be received in that fund during any fiscal year. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated for expenditure from unanticipated revenue in the Capital Projects Fund the sum of THREE HUNDRED NINETY-ONE THOUSAND AND ONE DOLLARS ($391,001) for the Building on Basics Intersection Improvements and Traffic Signals Project for Timberlige Road and Horsetooth Road Intersection Improvements.
