RELATING TO AN APPROPRIATION FOR WATER PIPE LINES IN COLLEGE AVENUE IMPROYEPENT DISTRICT NO. 2 AND LAPORTE AVENUE IMPROVEMENT DISTRICT NO. 3. WHEREAS, Since the passage and adoption of the annual appropriation ordinance for the fiscal year ending December 31, 1915. an emergency has arisen, requiring the expenditure of money for the preservation and safety of the water pipe lines within certain proposed improvement districts, known as the College Avenue Improvement District No. 2 and LaPorte Avenue Improvement District No. 3, by reason of the fact that said Districts are to be permanently paved, and said water pipe lines are in a bad state of repair and unsafe condition, the same being an unforeseen contingency arising after the passage of the annual appro- priation ordinance; therefore BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT COLLINS: Section 1. That there be and hereby is appropriated out of the revenues of the City of Fort Collins the sum of Five Thousand Dollars (� 5,000.00) , to be used by the Department of Public Works for the purpose of reconstructing the water pipe lines in what is known as College Avenue Improvement District No. 2 and LaPorte Avenue Improvement District No. 3, and the same is to be known and designated as Special Water Works Improvement Fund , and all warrants drawn for the payment of said improvement shall so designate upon their face; and in the event the revenues for the fiscal year ending December 31, 1915, are insufficient, said warrants shall draw interest and be payable out of the appropriation for the year 1916. It is further certified and declared that the neces- sity for said expenditure has arisen since the passage of the annual appropriation ordinance. Section 2. This ordinance is hereby declared to be an emergency ordinance, necessary for the preserva- tion and safety of public property and, therefore, shall take effect upon its passage and publication, under and by virtue of the authority contained in Sections 6 and 7 of Article IV of the city charter. F E Barnes, City Clerk pro tem of the City of Fort Collins, do hereby certify and declare that the foregoing ordinance consisting of two (2) sections, duly proposed and read at/length at s meeting of the City Council held on the day of August, 1915, was duly ordered by "aye" and "nay" vote to be published in the Fort Collins Express, a daily news- paper of the City of Fort Collins, in accordance with the provisions of Section 7 of Article IV of the City City Charter, that thereafter and on to-wit, the oa O day of August, 1915, said Ordinance No. 10, as passed and adopted was duly published in the Fort Collins Express, a daily newspaper published in said City of Fort Collins.
