OF WATER WASH AT THE FILTER PLANT OF THE WATER WORKS OP THE CITY OF FORT COLLINS, AND PROVIDING FOR THE PAYMENT OF THE SAME BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT COLLINS Section 1 Since the passage and adoption of the appropria- tion ordinance for the fiscal year ending December 31, 1917, an emergency has arisen whereby it has become necessary to provide an additicnal appropriation for the construction of a gravity system of water wash at the filter plant of the water works system of said city which is an unforeseen contingency arising since the passage of said appropriation ordinance and in the opinion of the City Council it is absolutely necessary to insure the purity, safety and protection of the water system of 9-id city to the inhabitants thereof Section 2 That there be and hereby is appropriated out of the revenues of the Odty of Fort Collins the sum of Seventeen Thousand Dollars ($17,000 00) to be used by the Department of Pubic Works for the purpose of constructing a gravity water wash system in accordance with the plans and specifications heretofore adopted by the City Council for the purpose of insuring the purity safety and protection of the water supply of said city, and that the fund so appropriated be and is hereby known and designated as the Special Water Works Improvement Fund and all warrants drawn for the payment of the material and labor in the construction of said improvement shall so designate upon their face, and in the event the revenues for the fiscal year ending r December 31, 1917, are insufficient to pay and redeem s^id warrants then said warrants shall draw interest at the rate of six per cent per annum and be payable out of the appropria- tion for the fiscal year ending December 31, 1918 Section 3 This ordinance is hereby declared to be an emergency ordinance under and by virtue of the provisions of Section 13 of Article XX of the Charter, as being necessary for the preservation and safety of the public property, and it is further certified and declared by the City Council that it is necessary for this ordinance to be passed finally upon the date when it is introduced, by reason of the emergency for the preservation of the public health, peace and safety and under and in pursuance of the authority contained in Sections 6 and 7 of Article IV of the City Charter Passed and adopted this 31st day of January, A D 1917 Commissioner of Safety and Ex-Officio Mayor ATTEST City Clerk STATE OF COLOPADO, ) -se COUNTY OF LARIMER ) I, Ray Baxter, City Clerk of the City of Fort Collins do hereby certify and declare that the foregoing ordinance consisting of three (3) sections was duly intro- duced and read at length at an adjourned regular meeting of the City Council held on the 31st day of January, 1917, and was duly passed and adopted by an Aye and Nay vote of all the members of the Council at said adjourned regular meeting and ordered published Pzv,��t/ a daily newspaper of the City of Fort Collins in accordance with the provisions of Section 7 of Article IV of the City Charter and that thereafter on the 1917 saia ordinance pNo as passed and adopted was duly published in a daily newspaper published in said City of Fort Collins, Colorado IN TITNESS WHEREOF, I have hereuntoset my hand this A D 1917 City Clerk
