That since the passage and adoption of the annual appropriation ordinance for the fiscal year and- ing December 31st , 1920, an emergency has arisen whereby it has become necessary to provide an additional appropriation for the enlargement and reconstruction of parts of the sewer pipe lines in Sanitary Sewer Districts :Tos. 6 and 7, in connection with the sewer system of the City of Fort Collins, by reason of the construction of permanent improvements by paving the alleys in Blocks 121 and lug and paving Oak Street in Sanitary Sewer District 'To. 7, and paving Oak Street in Sanitary Sewer Dis- trict No. 6, where the sanitary sewer line crosses Oak, Street , and which requirement is an unforeseen contingency arising since the passage of said annual appropriation ordinance, and in the opinion of the City Council, it is absolutely necessary to carry forward said improvements in said sanitary sewer districts in order to provide proper permanent sewage outlet in said dis- tricts of sufficient capacity, and further for the protection of tl.e public ' ealth of the inhabitants of the City of Fort Collins, that said sewer lines be so enlarged and reconstructed. Section 2. That there be and hereby is appro- priated out of the general revenues of the City of Fort Col- lins for the year 1920, not otherwise appropriated, the sum of Two Thousand Six Hundred Dollars ( 2 ,600.co) , to be used by the Department of Public Works for the purpose of purchas- ing material and paying the labor cost for the enlargement and reconstruction of parts of sewer lines in Sanitary Sewer Districts Yos. 6 and 7, in accordance with the map , plans and specifications of the City Engineer heretofore adopted by the City Council, and for the purpose of insuring sufficient capacity for sewage discharge in Sanitary Sewer Districts cos. 6 and 7, and for the safety and protection of the public health of the inhabitants of the City of Fort Collins; and that the funds so appropriated be and are hereby known and designated as "Special Sanitary Sewer Districts Improvement Fund" , and all warrants drawn for the payment of material and labor in the construction of said i: provements shall so designate upon their face, and in the event the revenues for the fiscal year ending December 31st , 1920 are insufficient to pay and redeem said warrants , t_-.an said warrants shall :craw interest at the rate of six per cent per annum and be payable out of the re- venues and approyriations to be made for the fiscal years end- ing December 31st , 1921 and 1922. Section 3. This ordinance is hereby declared to be an emergency ordinance under and by virtue of the provisions of Section 13 of Article XIX of the City Charter , as beinZ nec- essary for the preservation and safety of public property, and it is necessary for this ordinance to be passed finally upon the date when it is introduced, by reason of the emergency for the preservation of the public health and safety and under and in pursuance of tte authority contained in Sections 6 and 7 of Article IV of the City Charter.
