HomeMy WebLinkAbout001 - 01/18/2011 - AMENDING SECTION 2-168 OF THE CITY CODE REGARDING THE FUNCTIONS OF THE WOMEN'S COMMISSION ORDINANCE NO. 001, 2011 OF THE COUNCIL OF THE CITY OF FORT COLLINS AMENDING SECTION 2-168 OF THE CODE OF THE CITY OF FORT COLLINS REGARDING THE FUNCTIONS OF THE WOMEN'S COMMISSION WHEREAS, the Women's Commission, formerly known as the Commission on the Status of Women,("the Commission")was created by OrdinanceNo. 158, 1986,inNovember of 1986;and WHEREAS,the Commission was created to advise City Council on issues and concerns that impact women in Fort Collins; and WHEREAS, Section 2-168 of the City Code sets forth the functions of the Commission;and WHEREAS, the current wording of Section 2-168 of the City Code can be interpreted as authorizing the Commission to independently take positions on proposed federal or state legislation; and WHEREAS,taking positions on proposed federal or state legislation entails a policy decision and Article II,Section 5 of the City Charter states that all matters of City policy are to be determined by the City Council; and WHEREAS,Section 2-168 needs to be amended to clarify the role of the Commission in that regard. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that Section 2-168 of the Code of the City of Fort Collins is hereby amended to read as follows: See. 2-168. Functions. The Commission is created for the purpose of enhancing the status of.and opportunities for all women in the City. The Commission shall have the ability to: (1) Document issues of importance to the status of women in the City; (2) Conduct educational programs in the Fort Collins community to increase public awareness and sensitivity to the needs and capabilities of all women; (3) Cooperate with other organizations and individuals interested in issues affecting women in the Fort Collins area; (4) Review proposed legislation, policy changes or other governmental action at the federal, state or local level that would enhance or otherwise affect the status of women in the City and make recommendations to the City Council regarding the same. (5) Recommend to the City Council the adoption of local legislation or policies that would enhance the status of women in the City.
