That section l of Ordinance No. 1-iU i, entitled "Relating to Streets, Aleys and Public Grounds" be and the same is hereby amended by adding thereto the following: - Nothing herein shall be construed to applyto coal bins used in connection with the scales of coal dealers lawfully placed on any of said streets or alleys, provided such coal bins are not larger thaxa five feet in length, two feet in width and four feet in height ; and nothing herein contained shall be construed to apply to boxes similar to such coal bins, and of said dimensions, which may be placed on said sidewalks by merchants, adjacent to their places of business for the display or storage of goods, wares and merchandise, provided that such coal bins and boxes are kept well painted and do not occupy any por- tion of the street or sidewalk so as in any manner to hinder the free and proper use of the streets and sidewalks by the public.
