Section 2. In the opinion of the City Council an emergency exists for the preservation of t'r.-- public health, i peace and safety, and this ordinance shall take effect upon its passage a :d publication, un: er and by virtue of the autho- rity contained in Sections 6 and 7 of Article IV of the City Charter.
