PUBLIC LIBRARY AND PRESCRIBING THEIR POWERS AND DUTIES BE IT ORDAINED BY THE CITY COUNCIL CF THE CITY OF 3ORT COLLINS Section 1 The Public Library shall be in the immediate charge of a Beard of Directors under the name and style of the "Board of Directors of the Public Library," which board shall oonsi.st of three (3) members to be appointed by the City Council who shall hold office for a period of four (4) years together with the Commissioner of Public Safety, who shall be an ea- officio member of said board under and in pur suane a of Section 2 of Article IV of the Charter and the three appointive members of said board shall serve without compensation Section 2 The said Beard of Directors of the Public Library immediately after the passage and adoption of this ordinance, shall elect a president vice-president and secretary from their membership, whose duties shall be such as may be prescribed by the by-laws , ruffles and regalatione to be adopted by said board of directors, which said by-laws roles and regu- lations shall nut be inconsistent with the Charter and ordinances of the City of Fort Collins or with the laws of the State of Colorado A copy of said rules immediately after adoption shall be filed with the City Clerk for the use of the Council Section 3 The Board of Directors of the Public Library shall remommend to the City Council suitable persons to be appointed to the offices of librarian and assistant and all other employes required by said Board and the compensation to be paid to said employes and said Board shall have the immediate -l- supervision care and custody of the grounds and buildings pro- vided as well as the management and care of the real and person- al property received by said Board for the use of said library Section 4 It shall be the duty of said Board annually in the month of October of each year to prepare and submit to the City Council a budget of the estimated amount required to pay the expenses of managing and operating the public library for the next ensuing fiscal year and all bills incurred in the management and ��operation of the public library shall be audited and approved by he Board monthly o96r before the first Monday in each month and filed with the City Clerk for audit and payment as provided by the Charter Section b It shall be the duty of the Board of Directors of the Public Library to do any and all things usual and necessary and not in conflict with the Charter and ordinances of this city or the laws of the State of Colorado in developing the public library and reading rooms for the benefit of the inhabitants of the City of Fart Collins Section 6 The public library and reading room as now established and all publ ie libraries and reading rooms to be hereafter established within the corporate limits of the City of Fart Collins shall be forever free to the use of the ruhabi- tents of said city always sabject to such reasonable rules aid regulations as the Board of Directors may adopt in order to render the use of said library and reading room of the greatest benefit to the greatest number and the said Board of Directors mall have power to exclude any and all persons from the use and benefit of said public library mho shall vilfully violate such rules and may extend the privileges to persons residing in this state outside of the City of Fort Collins upon such terms and conditions as it may prescribe It shall be the duty of the Board of Directors annually on or before the first Biamday in January of each year to make a report to the City Council of the condition of the library and its operation and manage- ment , vhieh said report shall cover the fiscal year ending December 31st preceding said report said report shall show the total amount of moneys received as account of the library fund its sources disbursement and the amount on hand at the close of the fiscal year number of books received lost , condemned and remaining an hand number of persons using the reading room and the number of periodicals re 8u larly fi 1 ed for their use number of p ers one taking books for home reading on cards and the number of books loaned names of persons donating cash books or other property and a de script ion thereof , together with such other statistics information and suggestions as they may deem of general interest Section 7 It shall be the duty of the City Council to pass ordinances imposing suitable penalties for the punishment of persons violating any of the rules and regulations of the Board of Directors of the Public Library and Reading Room or committing any injury to the buildings grounds or other property in charge of the Board of Directors and for injury to or failure to return any book belonging to such library Section 8 All ordinances or parts of ordinances 3n con- flict with this ordinance are hereby repealed Passed and adopted this day of November A D 1913 ATTEST mayor er`k— I hereby certify that the foregoing is
