BEING AN EMERGENCY ORDINANCE RELATING TO AN APPROPRIATION FOR
THE RENEWAL AND RECONSTRUCTION OF 191ATER MAINS AND CONPTECTIONS
PITH HYDRANTS IN WHAT IS TO BE KNONN AS SOUTH COLLEGE PVENUE
IMPROVEMENT DISTRICT NO 11, AND ELSEWHERE IN THE CITY OF
FORT COLLINS COLORADO AND PROVIDING FOR THE PAYMENT OF THE
SA1E
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT COLLINS
Section 1 Since the passage and adoption of the
annual appropriation ordinance for the fiscal year ending
December 31st, 1919 an emergency has arisen whereby it has
become necessary to provide an additional appropriation for
the restoration of watermains connections and hydrants in
connection witr the Water Works System of the City of Fort
Collins vithin vhat is known as the South College Improvement
Di-tract No 11 in the City of Fort Collins , by reason of the
petition and ordering the permanent paving of said district,
ana which requirement is an unforeseen contingency arising
since the passage of said annual appropriation ordinance,
and in the opinion of the City Council is absolutely necessary
to carry forward said improvements in saia South College
Avenue Improvement District No 11 and to insure the safety
and protection of the water system of said city to the
inhabitants thereof that said watermains be so replaced and
reconstructed
Section 2 That tnere be and hereby is appropriated
out of the revenues of t//hWater Works Fund of the City of �
Fort Collins the sum ofl

to be used by the Department of Public Works for the purpose
of purchasing pipe ana reconstructing the rtermains in what is

to be known as South College Avenue Improvement District
No 11 and elsewhere in accordance with the plans and
recommendations of the Co mmssionur of Public Works hereto-
fore aaopted by the City Council and for the purpose of
insuring the safety and protection of the water supplv of
said City within the limits of said South College Avenue
Improvement District, and elsewhere and that the funds so
appropriated be and are hereby known and designs.ted as
"Special Water Works Improvement Fund " and all warrants
drawn fcr the payment of material ana labor in the construc-
tion of said improvement shall so designate upon their face
and in the event the revenuesfor the fiscal year ending
December 31st 1919 are insufficient to pay and redeem said
warrants then said warrants shall draw interest at the rate
of six (6) per cent per annum and be payable out of the revenues and
appropiiationsfor the fiscal year ending December 31st, 1920
Section 3 This ordinance is hereby declared to
be an emergency orainance under and by virtue of the provisions
of Section 13 of Article XIX of the Charter, as being necessary
for the preservation ana safety of public property and it
is necessary for this ordinance to oe passed finally upon
the data when it is introduced by reason of the emergency
for the preservation of the public health and safety and
under and in pursuance of the authority contaired in Sections
6 and 7 of Article IV of the Cit3 Charter
Introduced read at length and adopted by the unanimous
vote of all the members of the City Council this day
