HomeMy WebLinkAbout002 - 02/13/1947 - AMENDING ORDINANCE NO. 021, 1929, AND ORDINANCE NO. 017, 1936, REGULATING THE USE OF AND TRAFFIC UPO ORDINANCE NO 2 , 1947 BEING AN EMERGENCY ORDINANCE AMENDING ORDINANCE NO 21, 1929, and ORDINANCE NO 17, 1936, AS AMENDED, REGULATING THE USE OF AND TRAFFIC UPON THE PUBLIC STREETS, AIJM3, AND SIDEWALKS IN THE CITY OF FORT COLLINS, PROVIDING A PENALTY FOR THE VIOLATION THEREOF, AND PROVIDING FOR THE REGULATING OF TRAFFIC AT STREET INTERSECTIONS AND THE REGULATING OF TRAFFIC OF ALL VEHICLES WITHIN THE CITY LIMITS, AND REPEALING ALL ORDINANCES IN CONFLICT HEREWITH BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT COLLINS Section 1 That Section 4 of Ordinance No 17, 1936, as amended by Ordinance No 52 1941, be and the same is hereby amended by adding thereto the following, to-wit "Provided, however, that at the intersections of College Avenue and Mountain Avenue, College Avenue and Oak Street, and College Avenue and Laurel Street, the drivers of all vehicles turning to the left shall keep to the left of the center of the street " Section 2 That Section 4 of Ordinance No 21, 1929, be and the same is hereby amended to read as follows, to-wit "In the center of intersections of College Avenue and Mountain Avenue, College Avenue and Oak Street, and College Avenue and Laurel Street, there shall be installed and maintained automatic signal systems of lights for the purpose of regulating and con- trolling traffic Said lights shall be displayed at such times during the day or night as the City Manager shall direct, the lights being as follows red lights, green lights, and yellow lights The display of the red signal light shall be to signal traffic to stop before entering the intersection, the display of yellow lights shall be to signal traffic to be at attention for readiness to move or stop, and the display of the green lights shall be to signal traffic to promptly move forward The operators of all vehicles and all pedestrians shall conform with the provisions hereof " Section 3 That Section 5 of Ordinance No 21, 1929, be and the same is hereby amended to read as follows, to-wit. "During the time said signal lights are not in operation, operators of all vehicles shall be warned by a flash of light at said intersections to approach the intersection cautiously and the vehicles approaching from the right in said intersection shall have the right of way " Section 4 That Section 6 of Ordinance No 21, 1929, be and the same is hereby amended to read as follows, to-wit. "Vehicles entering the intersections of College Avenue and Mountain Avenue, College Avenue and Oak Street and College Avenue and Laurel Street, may turn to the left or to the right, or pro- ceed straight ahead, but no U turns shall be permitted in said intersections " Section 5 That Section 31 of Ordinance No 17, 1936, be and the same is hereby amended by adding thereto the following, to-wit "The City Manager shall mark off a space in the center immediately West of the intersection of College Avenue and Mountain Avenue where passenger busses may stop for the purpose of loading or unloading passengers, and the parking of all other vehicles within said space is hereby prohibited " Section 6 All ordinances and parts of ordinances in conflict with this ordinance are hereby repealed, save and except that all causes of action accrued in favor of the City of Fort Collins by reason of the violation of said ordinances prior to the taking effect of this amendment shall be prosecuted as though no amendment had been made Section 7 In the opinion of the City Council an emergency exists for the preservation of the public health, peace and safety, and this ordinance shall take effect upon its passage under and by virtue of the authority contained in Sections 6 and 7 of Article IV of the City Charter -2- Introduced, read at length, and adopted by the unanimous vote of all members of the City Council, at a regular meeting held this 13th day of February, A D 1947 Mayor ATTEST.
