BEING AN EMERGENCY ORDINANCE REQUIRING
PUBLIC SERVICE COMPANY OF COLORADO TO
DISCONTINUE THE INSTALLATION, OR
PERMITTING THE INSTALLATION OR CONNECTION
WITH THE GAS MAINS OF PUBLIC SERVICE
COMPANY OF COLORADO, OF GAS SPACE
HEATING APPLIANCES WITHIN THE CORPORATE
LIMITS OF THE CITY OF FORT COLLINS
WHEREAS, Public Service Company of Colorado is now serving
the City of Fort Collins and its inhabitants with natural gas, and
WHEREAS , in the last several months there has been and
continues to be unprecedented and unanticipated demands upon said
Company to install natural gas space heating equipment, and
WHEREAS , Colorado-Wyoming Gas Company, the pipe line
Company supplying natural gas to said Public Service Company of
Colorado for distribution in said City of Fort Collins , has
heretofore proposed and intended to construct a new and additional
pipe line from Denver, Colorado, to the City of Cheyenne, Wyoming,
for the purpose of providing a new and additional gas supply
from said pipe line, including said City of Fort Collins, and
WHEREAS , it now appears that Colorado-Wyoming Gas
Company will not be able to complete said pipe line because of the
inability of pipe manufacturers to supply the necessary pipe for the
construction of said pipe line before the heating season of 1947-1948,
and
WHEREAS , the continuation of unrestricted connection of
space heating appliances to the mains of said Public Service Company
of Colorado in said City of Fort Collins will further jeopardize gas
service to consumers presently connected and unless immediate installation
of additional space heating appliances be forthwith terminated, a serious
condition may develop within the said City of Fort Collins during the

heating season of 1947-1948 which may affect the public health and
safety of said City and its inhabitants
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY
OF FORT COLLINS
Section 1 That from and after the 15th day of May, 1947,
Public Service Company of Colorado shall not install or permit to be
installed or connected with the gas mains of said Company, space
heating appliances for the heating of any dwelling, building or
other structure within the City of Fort Collins
Section 2 This ordinance shall not apply to the installation
of gas space heating appliances for domestic purposes in new homes which
have been designed solely for gas heating appliances
Section 3 In the opinion of the City Council an emergency
exists for the preservation of the public health, peace and safety
and this ordinance shall take effect upon its passage, under and by
virtue of the authority contained in Sections 6 and 7 of Article IV
of the City Charter
Introduced, read at length and adopted by the unanimous
vote of all the members of the City Council at a regular meeting held
this 15th day of May, A D 1947

Collins, do hereby certify and declare that the aforesaid Ordinance,
consisting of three sections, was duly proposed and read at length
at a regular meeting of the City Council, held on the 15th day
of May, A D 1947, and was duly adopted and ordered published in
The Fort Collins Coloradoan, a daily newspaper, and official
newspaper of the City of Fort Collins, by the unanimous vote of
all members of the City Council, as an Emergency Ordinance, in
accordance with the provisions of Sections 6 and 7 of Article IV
of the City Charter, and thereafter and on, to-wit the 20th
day of May , A D 1947, the said Ordinance No
was duly published in the Fort Collins Coloradoan, a daily
newspaper published in the City of Fort Collins, Colorado
