BE IT ORDAINED BY TI1E CITY COUNCIL OF THE CITY Oil FORT COLLINS: Section 1. That Section 4 of Ordinance io. 4, i9a1, being an ordinance relating to 'the licenses for horsy drawn End motor propelled vehicles for hire, be a,:ended so as to read as follows: "Section 4. aoW '!•RAiySFE-RED. 4o license issued under this ordinance shall be transferred, except upon_ the w'ri,- ten consent of the Commissioner of Safety and Ex Offioio Aayor endorsed thereon, and saia transferee shall, before the appli- cation is made for said transfer , fill out the a; lication blank the same as is required for an original application for license and it shall be the duty of the City Clerk to keep a record of the name of the person or persons to who,;; such license is granted or transferred, together with the date of the issue and the number of the license , for which purpose ha shall issue tag or tags, which shall be supplied by the City therefor; provided, that no license issued for the business of carrying or conveying persons shall be transferaele, and no change of place inhere the business is to be carried on, or tha vehicle to be used shall be made, except on the written authorization by the Cor.,imissionar of Safety and Ex Officio iayor endorsed ur-on the license, and said licenses when originally issued shall show the place of business of the licensee and the ve- hicle to be used in -the °business. " Section 2. In the opinion of the City Council an emergency exists for the preservation of the public health, peace and safety, and t -:is ordinance shall take effect upon its passage and publication, under and by virtue of the authority contained in Sections 6 and 7 of Article IV of the City Chester .
