ORDINANCE NO 21 , 1937
BEING AN EMERGENCY ORDINANCE, AUTHORIZING THE SECOND ISSUANCE
OF REGISTERED WARRANTS AT THE RATE OF NOT TO EXCEED 3%
INTEREST PER ANNUM AND NOT TO EXCEED THE SUM OF $500,00 IN
AMOUNT, FCR THE PURCHASE OF IMTERIALS TO BE USED ON THE
ADDITION TO THE CITY LIBRARY
WHEREAS, an emergency and unforeseen contingency
has arisen whereby it has become necessary to expend not to
exceed the sum of $500.00 for the purchase of materials for
the addition to the Fort Collins City Library and to pay bills
already incurred, and the public necessity requires an additional
appropriation of public funds therefor
THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL
CIF THE CITY OF FORT COLLINS
Section 1. That there be and is hereby appro-
priated out of the general revenues of the City of Fort Collins
for the year 1937 and subsequent years, unless taken up prior
thereto , an amount not exceeding $500,00 to be used for the
purchase of materials and to pay bills already incurred for
the addition to the City Library now under construction, wliich
said sum shall be credited on the books of the City Clerk and
City Treasurer to Library Emergency Building Fund and registered
warrants Second Series, bearing interest at the rate of not to
exceed 3% per annum as may be fixed by the City Treasurer, shall
be issued by the City to cover said amount.
Section 2 In the opinion of the City Council
an emergency exists for the preservation of the public health,
peace and safety and this Ordinance shall take effect upon its
passage under and by virtue of the authority contained in

Sections 6 and 7 of Article IV of the City Charter
Introduced, read at length and adopted by
the unanimous vote of all members of the City Council, at
a regular adjourned meeting of the City Council, held this
31st day of December, A D 1937

I , MILES F HOUSE City Clerk of the
City of Fort Collins, do hereby certify and declare that the
aforesaid Ordinance , consisting of two (2) sections, was duly
proposed and read at length at a regular adjourned meeting of
the City Council held on the 31st day of December, A, D 1937 ,
and was duly adopted and ordered published in the Fort Collins
Express-Courier, a daily newspaper and the official newspaper
of the City of Fort Collins , by the unanimous vote of all
members of the City Council, as an Emergency Ordinance , in
accordance with the provisions of Sections 6 and 7 , Article
IV of the City Charter , and thereafter and on to-wit the
4th day of January, A D 1938 , said Ordinance No 21
was duly published in the Fort Collins Express-Courier, a
daily newspaper published in the City of Fort Collins , Colorado
IN WITNESS WHEREOF I have hereunto set
my hand and affixed the seal of said City, this 4th day of
January, A D 1936
