BEING AN EMERGENCY ORDINANCE, AUTHORIZING THE FOURTH ISSUANCE
OF REGISTERED WARRANTS AT THE RATE OF NOT TO EXCEED 3% INTEREST
PER ANNUM AND NOT TO EXCEED THE SUM OF $ 5,500 00 IN AMOUNT,
FOR THE PURCHASE OF MATERIALS TO BE US N THE ADDITION TO
THE CITY LIBRARY
WHEREAS, an emergency and unforeseen contingency
has arisen whereby it bas become necessary to expend not to
exceed the sum of $ 5,500 00 for the purchase of additional
materials for the addition to the Fort Collins City Library,
and to pay bills already incurred, and the public necessity
requires an additional appropriation of public funds therefor
THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL
OF THE CITY OF FORT COLLINS
Section 1. That there be and is hereby appro-
priated out of the general revenues of the City of Fort Collins
for the year 1938 and subsequent years, unless taken up prior
thereto, an amount not exceeding $ 5 ,500, 00 to be used for
the purchase of additional materials and to pay bills already
incurred for the addition to the City Library now under con-
struction, which said sum shall be credited on the books of the
City Clerk and City Treasurer to Library Emergency Building
Fund and registered warrants Fourth Series, bearing interest
at the rate of not to exceed 3% per annum as may be fixed by
the City Treasurer, shall be issued by the City to cover said
amount.
Section 2. In the opinion of the City Council
an emergency exists for the preservation of the public health,
peace and safety and this Ordinance shall take effect upon its

passage under and by virtue of the authority contained in
Section 6 and 7 of Article IV of the City Charter.
Introduced, read at length and adopted by
the unanimous vote of all members of the City Council, at a
regular adjourned meeting of the City Council, held this 23rd
day of May, A. D. 1938.

City of Fort Collins, do hereby certify and declare that the
aforesaid Ordinance, consisting of two (2) Sections, was duly
proposed and read at length at a regular adjourned meeting of
the City Council, held on the 23rd day of May, A D. 1938,
and was duly adopted and ordered published in the Mountain
and Plains Weekly, a weekly newspaper and the official
newspaper of the City of Fort Collins, by the unanimous
vote of all members of the City Council, as an Emergency
Ordinance , in accordance with the provisions of Sections
6 and 7 , Article IV of the City Charter, and thereafter and
on to-wit the 27th day of May, A. D 1938, said Ordinance
No. 6 was duly published in the Mountain and Plains Weekly,
a weekly newspaper published in the City of Fort Collins,
Colorado.
IN WITNESS WHEREOF, I have hereunto set
my hand and affixed the seal of said City, this 27th day
of May, A, D. 1938.
