APPROPRIATING THE SUM OF $250 000 00 FOR THE CITY OF
FORT COLLINS' SHARE OF THE COST OF JOINTLY ACQUIRING
AN AIRPORT WITH THE CITY OF LOVELAND SUBJECT TO
APPROVAL OF THE VOTERS OF THE QUESTION OF ACQUIRING
SUCH JOINT AIRPORT,AND SUBMITTING SUCH QUESTION TO
THE VOTERS AT THE GENERAL ELECTION ON APRIL 2, 1963
WHEREAS, the City of Fort Collins is presently operating a municipal
airport at Christman Field on land leased from Colorado State University under a
lease which can be terminated by said Colorado State University at any time after
February 1, 1967, and
WHEREAS, the City Council has been informed that Colorado State University
may require said leased lands for other uses in connection with said university
and may terminate said lease as soon as the same can be terminated which would
require the City of Fort Collins, if it desired to operate a municipal airport
to purchase lands and facilities to operate such airport and
WHEREAS, it is the opinion of the City Council that the present airport
facilities are inadequate for the growing needs of Fort Collins and
WHEREAS, the City of Loveland is about to construct a new airport to
serve the City of Loveland and
° WHEREAS, the two councils of the City of Fort Collins and the City
of Loveland have determined that an airport to be ,jointly acquired owned and
operated by the two cities would be for the best interests of both cities and
WHEREAS after meeting with officials of the Federal Aviation Agency
the City Council has been assured that federal funds can be obtained to pay a
substantial portion of the cost of acquiring an airport site and for installation
of certain airport facilities and
WHEREAS, monies are available from surplus and unappropriated funds of
the City of Fort Collins sufficient to pay the City of Fort Collins' share of the
cost of acquiring and installing such a joint airport, and
WHEREAS, the actual necessity for the City of Fort Collins' share of
the expense to be incurred in acquiring and equipping an airport site jointly
with the City of Loveland is an unforeseen contingency arising after the passage
of the annual appropriation ordinance, and
WHEREAS, the Colorado Legislature has made provision for airports to
be jointly owned and operated by two or more cities pursuant to the provisions of
Colorado Revised Statutes, 1953, Chapter V. Article 4, and
WHEREAS, it is the opinion of the City Council of the City of Fort
Collins that before such joint endeavor between the cities of Fort Collins and
Loveland be undertaken that such endeavor be first approved by the voters of
the City of Fort Collins
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS
Section 1 That therebbe and there is hereby appropriated out of the
surplus and unappropriated funds of the City of Fort Collins the sum of Two
Hundred Fifty Thousand Dollars ($250,000 00) to be used for the purpose of
acquiring an airport site and installing the necessary facilities thereon, with
such acquisition and installation expense to be shared between the two cities
of Fort Collins and Loveland
Section 2 That the within ordinance shall become effective only upon
favorable consideration by the voters of the City of Fort Collins on the following
question to be submitted to said voters at the general City election to be held
on April 2 1963, to-wit
"Shall the City of Fort Collins ,jointly with the City of
Loveland, acquire maintain and operate an airport at a
location between the two cities9"
Section 3 Such question is hereby submitted to the voters of the
City of Fort Collins at such general City election and the City Clerk is hereby
instructed to place said question upon the ballots for such election
Introduced considered favorably on first reading and ordered published
this 14th day of February A D 1963, and to be presented for final passage on the
7th day of March, A D 1963
