HomeMy WebLinkAbout006 - 03/22/1935 - AMENDING ORDINANCE NO. 007, 1920 REGULATING THE USE HANDLING STORAGE AND SALE OF INFLAMMABLE LIQUIDS ORDINANCE NO 6 1935 BEING AN E11FRGENCY ORDINANCE AA1ENDING ORDINANCE NO 7 1920 AS Ah1FINDED REGULATING THE USE HANDLING STORAGE AND SALE OF INFLAASTABLE LIQUIDS ARID THE PRODUCTS THEREOF, WITHIN THE CORPORATE LInjITS OF THE CITY OF FORT COLLINS, COLORADO BY CHANGING SECTION 7 THEREOF AND ADDING THERETO SECTION 7-A and SECTION 7-B BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT COLLINS Section 1 That Ordinance No 7 , 1920 as amended be amended as follows That Section 7 of said Ordinance No 7 1920 shall read as follows "Section 7 Upon special application in writing, permits may be granted by the City Council for above ground storage tanks in sparsely built up sections of the city, if located entirely outside the mercantile and congested districts and at least two hundred (200) feet to line of adjoining property which may be built upon That it be further amended by adding the following Sections Section 7-A Openings in above ground tanks (Applies to all classes of liquids) All above ground tanks shall be provided with in- dividual vent pipes not less than 2 inches in diameter equipped at outer end with an approved open or automatically operated weather-proci vent fitting or device All vent openings shall be protected by approved flame arresters Screens or arresters shall be accessible for examination and removal If gauging openings are provided, they shall be equipped with approved self- closing covers Manhole covers shall be securely bolted in place and made gas tight -1- All above ground tanks having a capacity of over 5 ,000 gallons shall be equipped with an approved escapement valve not less than 6 inches in diameter All draw-off outlets shall be equipped with approved inside emergency valves arranged to close automatically in case of fire Section 7-B Above ground tanks labeled (a) Above ground tanks for Class I and II liquids shall have painted conspicuously upon their sides in letters at least 2 inches high , the wording T'FLAMTAABLEa°KEEP FIRE AIVAY " (b) Oil storage yards shall be completely surrounded by a substantial wire fence at least six (6) feet in height , or shall otherwise be safeguarded against entry of unauthorized persons , as provided by the Chief of the Fire Department Section 2 In the opinion of the City Council an emergency exists for the preservation of the public health, peace and safety, ana this ordinance shall take effect upon its passage under and by virtue of the authority contained in Sections 6 and 7 of Article IV of the City Charter Introduced, read at length and adopted by the unanimous vote of all members of the City Council at a regular meeting of the City Council, held the 2..e, day of March , A D 1935 Commissioner of Safety and Ex- fficio Mayor Attest City Clerk STATE OF COLORADO ) ss County of Larimer ) I, A J ROSENOW, City Clerk of the City of Fort Collins , do hereby certify and declare that the foregoing Ordinance , co4sisting of two (2) sections , was duly proposed and read at length at a regular meeting of the City Council held on the 22nd day of March, A D 1935 and was duly adopted and ordered published in the Fort Collins Express- Courier a daily newspaper and the official newspaper of the City of Fort Collins , by the unanimous vote of all members of the City Council as an emergency ordinance , in accordance with the provisions of Sections 6 and 7 of Article IV of the City Charter, and thereafter and on to-wit the 86th day of March, A D 1935 , said Ordinance No 6 was duly published in The Fort Collins Express-Courier, a daily newspaper published in the City of Fort Collins , Colorado IN WITNESS WHEREOF, I have hereunto set my hand and affixed the seal of said City, this 26th day of Uarch, A D 1935 City Clerk
