ORDINANCE NO 80 1973
BEING AN ORDINANCE AMENDING ARTICLES I AND II OF
CHAPTER 112 OF THE CODE OF THE CITY OF FORT COLLINS
RELATING TO THE WATER AND SEWER UTILITY OF THE CITY
AND RATES FOR SERVICE FROM SUCH FACILITIES
WHEREAS the administration of the City has conducted a
study relating to the anticipated capital improvement costs and operating
costs to be incurred by the water and sewer utility of the City and
WHEREAS the Water Board has reviewed the data prepared by
the City administration and has recommended rate increases for both the
sewer and the water utility in order to meet the anticipated costs for
such utilities and
WHEREAS the City Council has received the report of the Water
Board and has further received the results of additional studies by the
administration relating to this subject and
WHEREAS it appears that it is necessary to increase the rates
for sewer service in the City at this time and
WHEREAS it further appears that the need to increase rates ror
is er service can be deferred until the end of 1973 at which time the Ci-y
expects to complete a study now underway on the rate structure of the water
and sewer utility and
WHEREAS it appears that at such time it will be necessary `o
increase the revenue from the water utility by approximately 30 and that
an additional increase of approximately 25 will be needed about January 1
1975 and
I%HEREAS it appears to the City Council that the most feasible and
equitable means of providing relief to the low and fixed income citizens an(
others with low water consumption needs would be to make water meters available
without cost to those requesting the same
NOW TnEREFORE BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS
Section That Section 112 105 of the Code of the Ci`y or
Fort Collins be ana the same hereby is amended by deleting thererrorr
subsections A B and C thereof and by substituting therefor the following
"A City flat rate water users (per month)
"(1) Each living unit-gravity system, $4 38
' (2) Each living unit-pump system $5 25
' B City metered water users (per month) The charge
for sewer service for each month shall be 1141 of the
current monthly bill for water service
"C Outside City metered water users
"(1) The charge per month for sewer service for
one living unit shall be 166- of the average
monthly bill for water service during the
preceding months of January February and
March but not less than 4, 1664 per quarter
"(2) The sewer service charge for sewer service
to other than one living unit shall be negotiated
by the City Manager and approved by the City
Council '
Section2 This Ordinance shall be effective on October 1
1973 except that the change in rates set forth in SectionH3 shall be
effective on the first oilling date after October 1 1973 for each
custoner of the sewer utility
